Deputy Prime Minister Tatyana Golikova spoke at the final expanded board of the Ministry of Health, which took place at the Russia exhibition and forum on the theme day of the national priority “Long and Active Life.”

“Today it is important that you prepare for what we have to implement from January 1, 2025, because this is a holistic, serious and comprehensive work that is not only sectoral, but also interdepartmental in nature, which affects all regions of the country, organizations, and here it is very important to organize it in a consolidated manner,” said Tatyana Golikova.

The Deputy Prime Minister emphasized that the main focus should be on measures to increase life expectancy to 78 years and older by 2030.

To achieve this goal, the modernization of primary health care, which annually registers more than 1 billion patient visits, must be completed over a six-year period. This will allow about 7 million additional people to start treatment in a timely manner. Particular attention is paid to rural areas and small settlements. More than 4.2 thousand healthcare facilities will be created by the end of 2030.

“In addition to infrastructural changes, the emphasis should be on preventive work. This year, preventive examinations and medical examinations will cover 70% of the population – more than 102 million people. By the end of 2030 – 90% of patients with chronic non-communicable diseases. This is an absolute guarantee of increasing life expectancy,” the Deputy Prime Minister noted.

Also under close attention will be such areas as the fight against cardiovascular and oncological diseases, diabetes mellitus, hepatitis C. The emphasis should be on timely diagnosis, correct routing, provision of assistance at the pre-hospital stage, and provision of medications. Medical care must be provided in strict accordance with clinical recommendations, which come into full force from January 1, 2025.

“Improving emergency medical care and developing medical aviation is also a priority. More than 100 emergency departments will be built in inter-district centers with a population of less than 300 thousand people. This will allow us to save at least 100 thousand lives annually,” said Tatyana Golikova.

On behalf of the head of state, the network of national medical research centers, which are a platform for the development of advanced treatment methods and technologies, will be expanded. The treatment algorithms developed there will be introduced into regional practice.

Also, on behalf of the President, work will continue to develop digital services in healthcare and introduce artificial intelligence technologies into the industry.

At the end of 2023, on the public services portal, more than 38 million people used the “My Health” service and issued about 50 million digital policies. About 1 million automated jobs for medical workers have been created and updated.

Another important area is medical rehabilitation, which improves the quality of life after suffering a serious illness or injury and reduces the number of days of disability. At the end of 2023, 1.6 million people underwent medical rehabilitation.

In addition, the national project “Long and Active Life” will pay attention to the formation of a healthy lifestyle and the development of sports.

The national project being developed will also include measures aimed at staffing the industry. Over four years, the target numbers for admission to higher education programs have increased by almost 22% (54.6 thousand places in 2023). Since April 2024, adopted changes to the legislation allow residents to work as trainee doctors. This is a new opportunity that allows medical organizations to be replenished with young personnel.
