MIL-OSI USA: Golden, Gallagher, Colleagues Introduce Bill to Sanction Chinese Firms Supporting Putin’s War in Ukraine

WASHINGTON —Congressmen Jared Golden (ME-02) today introduced a bill alongside Mike Gallagher (R-WI), Jimmy Panetta (D-CA), and John Moolenaar (R-MI), to impose sanctions on any Chinese military firm that provides material support to Russia. The bill, called the NO LIMITS Act, also gives Chinese military firms identified by the U.S. government 180 days to withdraw from the Russian market or face full, blocking sanctions.

“Russia’s aggressive push for territorial expansion is a direct threat not only to the sovereignty of Ukraine, but to the American-led security framework established after World War II,” Rep. Golden said. “Vladimir Putin is testing boundaries in a way we haven’t seen since Hitler invaded Poland. I’m proud to work with Rep. Gallagher to ensure there are consequences for the PRC enabling Russia’s dangerous behavior.”

“For years, the Chinese Communist Party has provided Russia with lethal aid to prop up Putin’s war of aggression against Ukraine and advance the interests of this axis of authoritarian regimes,” Gallagher said. “Any company aiding and abetting the horrors in Ukraine- as the Chinese defense industrial complex has done- deserves to experience the full force of American sanctions. It’s time to put a financial cost on the CCP’s ‘no limits’ partnership with Russia.”

“The Chinese Communist Party supplying modern, lethal aid to the Russian military and its associated paramilitary groups puts us, our interests, and our allies at risk,” Rep. Panetta said. “This bipartisan legislation would counter and hold CCP firms accountable for their support of Russia’s aggressive, destabilizing actions around the world. The United States has a responsibility to confront all those who threaten or undermine our shared democratic values.”

“The CCP and Russia are working together to hurt America and our allies. This legislation will increase sanctions on military firms in China that partner with Russia, as well as those who are helping modernize China’s military. The American people will benefit from this legislation, as it will make it more difficult for Russia and the CCP to work together against our country,” Rep. Moolenaar said

The NO LIMITS Act:

  • Establishes a sanction regime for PRC firms that provide material support to Russia’s defense industrial complex.
  • Grants the President the discretionary authority to sanction any PRC firm involved in military modernization. The U.S. government currently has limited sanctions authority to go after PRC firms involved in military modernization efforts, with existing authorities mostly focused on human rights. 
  • Uses the threat of U.S. sanctions to force large PRC military firms to divest from the Russian market.
  • Directs the administration to determine whether sanctions should be imposed on PRC entities that engage in overseas arms sales.
  • Directs the Department of Defense to identify export-controlled technologies most at risk of diversion through the PRC and impose a new, stronger, country-wide control on the technology with a mandate to the Commerce Department to deny any export license.
