The Council of State responded to three federal consultation procedures:

Revision of legislation relating to dangerous goods; Package of environmental ordinances for fall 2024; Amendment to the Geoinformation Act with a view to introducing the Swiss pipeline register.

Cantonal affairs

Sale of the former La Béroche hospital The Council of State adopted an agreement of intent with the Municipality of La Grande Béroche relating to the sale to the latter of the building of the former La Béroche Hospital. This building lost its hospital activities in 2015. Since the COVID pandemic, it has been temporarily and partially assigned to public utility missions. It is agreed that the municipality favors the allocation of the site including the old hospital, as well as the school complex and the La Perlaz home, to missions of public utility, particularly in the field of health. It is also expected that the municipality will organize an architectural competition or a similar approach to define the parts of the structure to be maintained and demolished and to choose the most relevant project.

Encouragement of the use of Neuchâtel wood in the field of construction The Council of State has adopted a regulation aimed at financial encouragement for the use of Neuchâtel wood in the field of construction. This system results from the implementation of measure R24 of the Neuchâtel Climate Plan which aims to promote the use of native wood. From June 1, 2024, according to the regulatory terms provided, a construction project carried out in the canton which will use wood from Neuchâtel can be supported. A total of 750,000 francs will be made available to project managers who will begin this sustainable approach; wood being a high quality material, the production of which is particularly low in CO2 emissions. In addition, its use makes it possible to store CO2 extracted from the atmosphere by the growth of trees for many years. At the end of their life, they can be used in the form of wood energy, replacing other fossil fuels. The Council of State thus reaffirms its desire to act in reducing CO2 emissions and promoting the resources of the local economy.
