In February 2024, the Department of Justice, Safety and Health once again invited all collaborators to comment on their employment situation. Overall the results are positive. In particular, the responses show a high willingness to perform on the part of the collaborators. The results will be subject to detailed analyses. Where necessary, individual offices will take action based on the findings.

A October 2021 the Department of Justice, Security and Health (DGSS) carried out for the first time a systematic survey regarding the working situation among its approximately 1300 collaborators. This year the survey was repeated. As expected, the response rate in 2024 was slightly lower than that of the first survey. However, at almost 73 percent, the survey has a high and very representative response rate. The two surveys were carried out anonymously and evaluated by the independent company Empiricon, which holds a leading position in this sector in Switzerland.

Job satisfaction and willingness to perform remain high. Compared to 2021, there has been a positive change in terms of values. This applies to all aspects: from the working environment to management and staff development. Values relating to job satisfaction, commitment and enthusiasm for work remained at a high level across the entire Department. With 72 points out of 100, job satisfaction is high overall and has improved by 2 points compared to 2021. Commitment has also improved by two points, going from 79 to 81 points out of 100. The willingness to carry out one’s activity with maximum effort is still very high and has remained unchanged at 81 points out of 100. “It’s nice to see that our efforts to ensure high employee satisfaction are perceived positively and are reflected in the survey results,” he said. observed State Councilor Peter Peyer.

Substantial improvements Compared to the first survey, the satisfaction with the working situation among the employees of the Cantonal Police and the Office for Migration and Civil Law has improved significantly. The great efforts made by the managers of the corresponding services to improve job satisfaction are reflected in the results.

The office heads were also rated significantly more positively than in the 2021 survey. At that time, employees identified potential for improvement especially in the comprehensibility of decisions. The need for comprehensibility of decisions has remained unchanged, but the comprehensibility of decisions is evaluated in significantly more positive terms. Another marked improvement was seen in timely communication of changes and in the working environment. “These results motivate us to continue along the path undertaken,” said State Councilor Peter Peyer. «Easily understandable internal communication is an important pillar at all levels to ensure employee satisfaction.»

Staff development and opportunities for participation recognized as fields of action. The responses also show that staff development is a fundamental point with which job satisfaction can be further improved. In particular, employees want greater opportunities for professional development and to participate in the organization of daily working life. They also expressed the desire for greater visibility of the office management and the management of the Department.

In-depth analyzes with the office managements In the coming months the Department management will analyze and evaluate the results in detail in collaboration with the office managements. During the analysis and evaluation, the Department and the offices will follow the recommendations of the Empiricon company. On this basis, the measures necessary to achieve the adjustments desired by collaborators will be defined. Higher-level issues such as salary or opportunities for professional development will be analyzed involving the Personnel Office.

Networking events in the regionsTo further increase the visibility and perception of the Department’s management, networking events are planned this year in Cazis, Roveredo, Samedan, Ilanz, Davos and Chur. During these events all the collaborators of the Department of Justice, Security and Health of the regions will be able to meet each other and with the management of the Department.
