1. On the draft federal law “On Amending the Federal Law ‘On the State (Municipal) Social Order for the Provision of State (Municipal) Social Services in the Social Sphere’”
The bill is aimed at improving the norms of federal law in order to bring it into line with the norms of legislation in the areas of education, physical education and sport, health care and budgetary legislation.
2 On the draft federal law “On Amending Article 784 of the Budget Code of the Russian Federation”
The bill is aimed at making corresponding amendments to the Budget Code necessary to implement the provisions provided for in the draft federal law “On Amending the Federal Law ‘On State (Municipal) Social Orders for the Provision of State (Municipal) Social Services in the Social Sphere’”.

The bill is aimed at ensuring the implementation of the President’s instruction concerning the introduction of amendments to legislation providing for a voluntary procedure for the branding of jewelry and other articles made of precious metals and precious stones marked with means of identification and intended for export to States that are not members of the Eurasian Economic Union.
4 On the draft federal law “On Amending the Federal Law ‘On State Regulation of the Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-Containing Products and on Restricting the Consumption (Drinking) of Alcoholic Products’ and on Recognizing Certain Provisions of the Federal Law ‘On Amending Certain Legislative Acts of the Russian Federation and on Suspending Certain Provisions of Legislative Acts of the Russian Federation’” as Null and Void
The bill is aimed at optimizing the procedure for obtaining licenses for the production and turnover (except for retail sale) of ethyl alcohol, alcoholic and alcohol-containing products.
5. On the draft federal law “On Amending the Code of the Russian Federation on Administrative Offenses”
The bill is aimed at improving the effectiveness of control activities over compliance with legislation on the contract system in the area of the procurement of goods, work and services for State and municipal needs and in the area of the procurement of goods, work and services by certain types of legal entities.
6. On the draft federal law “On Amending the Criminal Code of the Russian Federation”
The bill is aimed at bringing the provisions of the Criminal Code of the Russian Federation into line with the amendments provided for in the draft federal law “On Amending the Code of the Russian Federation on Administrative Offenses”.
7. On allocation to the Ministry of Finance of the Russian Federation in 2024 of budgetary allocations from the reserve fund of the Government of the Russian Federation for granting the budget of the Saratov Region a subsidy to support measures to balance the budgets of the constituent entities of the Russian Federation
The draft decree is aimed at providing additional funds from the federal budget to the budget of the Saratov region to address socially important issues.
8. On the draft federal law “On Amending the Federal Law ‘On Free Economic Zone on the Territories of the Donetsk People’s Republic, Lugansk People’s Republic, Zaporizhzhya Oblast and Kherson Oblast’”
The draft law provides for the extension of the preferential regime of a free economic zone to certain territories of constituent entities of the Russian Federation adjacent to the territories of Ukraine, the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporizhzhya region and (or) the Kherson region.
9. On the draft federal law “On Amending Article 5 of Part One and Part Two of the Tax Code of the Russian Federation”
The bill is drafted with a view to bringing legislation on taxes and levies into line with the draft federal law “On Amending the Federal Law ‘On the Free Economic Zone on the Territories of the Donetsk People’s Republic, the Lugansk People’s Republic, the Zaporizhzhya Region and the Kherson Region’”.
10. On the draft federal law “On Ratification of the Agreement on Free Trade in Services, Establishment, Activities and Investment”
The bill is aimed at completing domestic procedures for the entry into force of the agreement signed in Sochi on June 8, 2023 within the framework of the meeting of the CIS Council of Heads of Government.

On the allocation by the Ministry of Economic Development of Russia in 2024 of budgetary allocations from the reserve fund of the Government of the Russian Federation for the provision of subsidies from the federal budget to the budgets of the Republic of Dagestan, the Republic of North Ossetia-Alania and the Republic of Ingushetia for the purpose of co-financing expenditure commitments arising from the implementation of regional programs for the sustainable economic development of energy and housing and communal services enterprises for the period from November 2023 to January 2024 from the reserve fund of the Government of the Russian Federation
12. On the draft federal law “On Amending Article 5 of the Federal Law ‘On Peculiarities of Pension and Additional Social Security for Citizens Residing in the Territories of the Donetsk People’s Republic, Lugansk People’s Republic, Zaporizhzhya Oblast and Kherson Oblast’”
The development of the draft law is dictated by the need to apply a unified approach to taking into account periods of military service and other service equated to it when calculating the insurance (work) record for the purposes of establishing pension benefits.
13. On the draft federal law “On Amending the Federal Law ‘On Employment of the Population in the Russian Federation’, Certain Legislative Acts of the Russian Federation and Recognizing Certain Provisions of Legislative Acts of the Russian Federation as Invalid”
The Bill is aimed at introducing a notification procedure for the commencement of activities involving the provision of employment services abroad for citizens of the Russian Federation to work on ships flying the flag of a foreign State.
14. On the draft federal law “On Amending the Code of the Russian Federation on Administrative Offenses”
The bill is aimed at establishing administrative liability for violating the requirements for the employment of Russian seafarers on vessels flying the flag of a foreign State, taking into account projected changes to employment legislation.
15. On the draft federal law “On Amending Article 2 of the Federal Law ‘On Amending the Federal Law ‘On Housing Subsidies to Citizens Departing the Far North and Equated Areas’””
The bill is aimed at restoring the rights of citizens who were registered as eligible for housing subsidies under Federal Act No. 125 of October 25, 2002, “On housing subsidies for citizens leaving the Far North and equated areas”. The draft law will make it possible to bring the provision of the federal law in line with the legal position of the Constitutional Court.
16. On the draft federal law “On Amending the Code of the Russian Federation on Administrative Offenses” (in terms of introducing liability for violation of the legislation on conducting an experiment on quotas for pollutant emissions into the atmospheric air).
Adoption of the draft law will make it possible to increase the responsibility of individual entrepreneurs and legal entities operating at facilities located in the territory of the emissions quotas experiment for the implementation of measures to achieve emission quotas, reduce emissions and improve the environment in cities participating in the federal project “Clean Air”.
17. On Amending Resolution No. 1219 of the Government of the Russian Federation of November 11, 2015 (regarding amendments to the Regulations on the Ministry of Natural Resources and Environment of the Russian Federation)
The draft decree amends the Regulation on the Ministry of Natural Resources and Environment of the Russian Federation to authorize it to adopt:
– the procedure for registering artificial islands, installations and structures located on the continental shelf, as well as in internal sea waters, in the territorial sea of the Russian Federation and within the Russian sector of the Caspian Sea, and rights thereto;
– the procedure for submitting information on executors creating, operating, using artificial islands, installations and structures on the continental shelf.
18. On the draft federal law “On Amending the Code of the Russian Federation on Administrative Offenses” (in terms of establishing the specifics of regulation of administrative responsibility for violation of the requirements of normative legal acts of public authorities of the federal territory of “Sirius”)
The bill is aimed at introducing amendments in terms of fixing the possibility of bringing persons who have violated the requirements of normative legal acts of public authorities of the federal territory of “Sirius” to administrative responsibility.
19. On the draft federal law “On Amending the Federal Law ‘On the Electric Power Industry’ and Certain Legislative Acts of the Russian Federation”
The bill is aimed at introducing the status of backbone territorial grid organizations in each constituent entity of the Russian Federation as a single center of competence, at improving the legal regulation of operational dispatch and operational and technological management in the electric power industry, at gradually creating and putting into use digital information models, introducing intelligent control systems and calculation modules using digital technologies, and at other changes.
20. On the draft federal law “On Amending the Federal Law ‘On the State Atomic Energy Corporation Rosatom’”
The draft federal law is designed to clarify Rosatom’s powers in the areas of the corporation’s financial and economic activities, exercise on behalf of the Russian Federation the rights of the owner of federal property, and ensure the technological independence of critical information infrastructure facilities, taking into account the implementation of priority projects and strategic directions of its activities.
21. On the allocation to the Ministry of Health of Russia in 2024 of budgetary allocations from the reserve fund of the Government of the Russian Federation for the provision of subsidies for other purposes to the federal state budgetary institution “Pirogov National Medical and Surgical Center” and other federal state institutions subordinate to the Ministry of Health of Russia to ensure the functioning of visiting brigades and field multidisciplinary hospitals for the organization and implementation of measures to provide medical assistance and conduct medical examinations.
