Washington, DC – Today, U.S. Representative Young Kim (CA-40) voted in favor of H. Res. 1102 – Further Consolidated Appropriations Act, 2024, a package of six appropriations for Fiscal Year 2024 that fund important national security, health care, and public safety priorities.

Young Kim. “This bill takes important steps to reduce wasteful spending while strengthening our national security, securing our border, supporting our allies, and protecting important programs that I have worked on to prevent stillbirth, improve maternity care, and boost CA-40 emergency safety operations. I will continue to fight for commonsense policies to protect the American dream and ensure the United States remains a beacon of freedom, hope, and democracy on the world stage.”
As we face growing threats around the world, this package funds key border security and national security priorities, including:
- $125 million increase to Border Patrol overtime pay;
- 5.2% increase in basic military pay, the largest increase in over 20 years;
- $27 billion increase from FY23 levels to go toward critical national defense efforts such as countering the Chinese Communist Party, increasing counternarcotics efforts, and supporting servicemembers and their families;
- Doubling security cooperation funding for Taiwan; and,
- $3.3 billion in U.S. security assistance to Israel as agreed to in the 2016 Memorandum of Understanding.
Included in this bill is $1.5 million for the City of Anaheim for an Emergency Operations Center, which Rep. Kim fought for.
Rep. Kim, co-chair of the Maternity Care Caucus, also secured key priorities to strengthen maternity care, including:
- $1.75 million for the Stillbirth Working Group in the Department of Health and Human Services;
- $7 million for the Maternal Mental Health Hotline in the Department of Health and Human Services;
- Report language, incorporated by reference from Senate Report 118-84, for the Screening and Treatment for Maternal Mental Health and Substance Use Disorders program in the Department of Health and Human Services;
- $5 million for midwifery training in the Department of Health and Human Services;
- $9 million for hospitals promoting breastfeeding in the Centers for Disease Control and Prevention;
- Report language, incorporated by reference from Senate Report 118-84, related to maternal outcomes included in the Department of Health and Human Services;
- Report language related to maternity care practices in infant nutrition and health in the Centers for Disease Control and Prevention; and,
- Bill language maintaining provisions, including the Hyde and Weldon amendments.
Rep. Kim also fought to include $6.46 million for international broadcasting operations in North Korea and report language included regarding vaccine development for HIV, malaria, and emerging infectious diseases.
