Responsible spending means investing prudently in the priorities that matter most to Canadians.

Today, the Honorable Anita Anand, President of the Treasury Board of Canada, tabled in Parliament, on behalf of departments and agencies, the Government of Canada’s spending plans for 2024-2025, the main estimates and the departmental plans. The Main Estimates provide details on how taxpayers’ money will be allocated to achieve government priorities and outline any proposed new government spending. Departmental plans describe how the government will serve Canadians in the coming year, detailing planned programs and services, performance objectives and expected results.

The 2024-25 Main Estimates provide detailed information on $191.6 billion in voted spending and $257.6 billion in statutory spending, for a total of $449.2 billion in planned budgetary spending for 129 organizations to provide programs and services to Canadians. These amounts include $5.6 billion in spending for the Canada Mortgage and Housing Corporation, $8.4 billion for Health Canada, including funds to expand the Canadian Dental Care Plan, as well as $28.8 billion dollars for National Defense, for investments, including for Ukraine, and the training and equipment of the Canadian Armed Forces, for example.

This funding allows the government to deliver a wide range of programs and services, as well as to support other levels of government, organizations and taxpayers through transfer payments.

These documents are important tools that allow Canadians to hold government accountable for the prudent investment of public resources.

These Estimates also present the first stage of the initiative to refocus government spending announced in Budget 2023. As indicated in the Estimates, approximately $10.5 billion from departmental budgets will be reallocated to key priorities of Canadians over the next 3 years, such as health care and housing. These amounts are in addition to the reallocated amount of $500 million indicated in the Supplementary Estimates (B) 2023-2024, tabled in the fall.

With the second stage of the initiative to refocus government spending, announced in the 2023 Fall Economic Statement, a total of $15.8 billion over 5 years and $4.8 billion each year per the suite will be reassigned.

Details of the reallocated spending by each ministry will be available in their respective departmental plans for 2024-2025.
