Today, the Honourable Ya’ara Saks, Minister of Mental Health and Addictions and Associate Minister of Health, on behalf of the Honourable Jean Yves Duclos, Minister of Public Services and Procurement, announced the redevelopment of the Arbo Downsview site in Toronto, Ontario, one of five federal properties now ready to be converted into housing. Canada is facing a housing crisis that is impacting people’s lives and communities across the country. We need to build more housing, faster, to ensure Canadians have access to housing that meets their needs and is affordable.

On August 25, 2024, the Government of Canada announced the implementation of a new tool for manufacturers called Canada’s Public Land Bank as first steps under the Plan to Build Housing on Public Lands. Canada’s public land bank includes 56 federal properties designated as suitable for housing, including 5 new properties now available for rental and ready for builder submissions. The new list will grow steadily in the coming months, and more detailed information will be provided on the properties listed.

Under the Plan to Build Housing on Public Land, we will work in partnership with the housing sector and communities to build housing on every suitable housing site across the federal portfolio. Where possible, we will enter into a new type of long-term lease, not a one-off sale, so that every site can provide affordable housing and public land remains public.

To gather feedback on the land bank and the properties listed in it, the Government of Canada has also launched a call for community housing solutions: a secure online platformThe comments provided will be used to guide the development of these properties, including allowing Indigenous people and organizations, community organizations, builders and other housing partners and providers to express their interest.

The Canada Lands Company plays a vital role in the development of federal lands. In line with Budget 2024, the government will evolve and adapt the mandate from the Canada Lands Company to enable the organization to deliver housing solutions more quickly under the new Plan to Build Housing on Public Land.

Canada Lands Company, in partnership with Canada Mortgage and Housing Corporation, has issued a call for proposals from housing providers to access some of Canada’s Public Land Bank properties available in Toronto, Edmonton, Calgary, Ottawa and Montreal for long-term rental at a reduced rate. Detailed information on the proposals is available through links directly to the Land Bank property listings.

In addition, the Government of Canada is accelerating its real estate disposal process to respond to the speed of builders and the urgency to build affordable housing for Canada. Public Services and Procurement Canada will be implementing service standards to make these properties available to interested partners for the purpose of developing homes. New measures will continue to be announced under the Plan to Build Homes on Public Land in the coming months.
