Last Sunday, a repeat municipal election was held in the town of Himara in Albania, a country seeking EU accession. Representatives of the ethnic Greek minority made an announcement reporting an attempt to alter the electoral result through new voter registrations and through the Albanian Government’s decision to forbid members of the minority from exercising their constitutional right by introducing newfangled obstacles. The complaints that were made about the conditions in which the repeat municipal elections were carried out raise serious doubts concerning the fairness of the electoral process.

The issue in question is inextricably linked with the property issue and the protection of properties owned by members of the ethnic Greek minority in the municipality of Himara, as well as with the allegations about illegal expropriations being carried out by the Albanian authorities.

In view of this:

  • 1.What is the Commission’s view concerning the complaints about the way in which the municipal elections in Himara were conducted?
  • 2.What measures could it take to help protect the properties of the ethnic Greek minority in Albania?
