The Grand Council committee unanimously approved the five credits totalling 74.3 million francs, intended to initiate the transformation of prison infrastructure. This amount includes a supplementary study credit for the future Grands-Marais prison, two credits dedicated to the development of common infrastructure for the future North Vaudois Penitentiary Centre, and two investment credits to keep the Bois-Mermet prison and the Bochuz penitentiary in operation until the Grands-Marais prison is commissioned.

Noting the urgency of stemming prison overcrowding and modernising the Vaud prison system, the committee strongly supports these investments for the cantonal prison strategy. It approves the 12.6 million francs allocated to additional studies with a view to building the future Grands-Marais prison in one stage instead of two (410 additional places). This amount includes funding for archaeological diagnostics. The committee also accepts the 41.4 million construction credit and the 4.2 million study credit for the development of common infrastructure for the future North Vaudois Penitentiary Centre, stressing the need to improve the accessibility of the site by public transport. It also considers it necessary to finance, to the tune of 5.2 and 10.7 million, the continuity plans for the Bois-Mermet prison and the Bochuz penitentiary, allowing prisoners to remain on site while urgent and essential work is carried out, until the Grands-Marais prison is opened.

The Committee welcomes these advances, which respond to the urgent need to create additional detention places in order to ensure decent detention conditions and suitable workplaces for staff. Aware of the complexity of these projects, the Committee also draws attention to the importance of controlling their costs in order to remain within the framework of the funding granted.

These credits will be the subject of three separate committee reports which will be quickly presented to the Grand Council. The committee unanimously invites the latter to consider these five draft decrees.
