Global Affairs Canada issued the following statement today: “Two years have passed since the Office of the United Nations High Commissioner for Human Rights released a major assessment detailing serious human rights violations in China’s Xinjiang Uyghur Autonomous Region. The assessment documents serious human rights violations that have been committed in Xinjiang and notes that the scale of arbitrary and discriminatory detention of Uyghurs and other Muslim ethnic minorities may amount to international crimes, particularly crimes against humanity.

“Two years have passed since the Office of the United Nations High Commissioner for Human Rights released a major assessment detailing serious human rights violations in China’s Xinjiang Uyghur Autonomous Region. The assessment describes serious human rights violations that have been committed in Xinjiang and notes that the scale of arbitrary and discriminatory detention of Uyghurs and other Muslim ethnic minorities may amount to international crimes, including crimes against humanity.
“Following the release of the assessment, Canada called on the Chinese government to respect its international human rights obligations, address the serious concerns raised, and implement the assessment’s recommendations.
“Two years later, China has failed to take concrete steps to address these concerns, despite sustained calls from Canada, other governments, United Nations experts, human rights organizations, victims’ groups and the global Uyghur diaspora.
“Reports continue to indicate systematic human rights violations by Chinese authorities. Uyghurs are forced to work in Xinjiang and elsewhere in China. Religious practice, including Islam, is restricted, with mosques being the first to be massively targeted.
“UN experts have also expressed concerns that children are being forcibly placed in state-run boarding schools in Xinjiang and other parts of China. Instead of responding to these concerns with transparency, China has denied the findings and blocked discussions at the UN Human Rights Council.
“Canadian Foreign Minister Mélanie Joly shared her country’s concerns with Wang Yi, Director of the Office of the Central Foreign Affairs Commission and Minister of Foreign Affairs of China, and Canadian Ambassador to the People’s Republic of China Jennifer May also shared them with regional officials during her recent visit to Xinjiang.
“Canada urges China to address the concerns raised in the UN assessment and implement its recommendations without delay. Canada also calls for access to Xinjiang and other parts of China for independent UN experts to assess the situation.
“Canada will continue to work with its international partners to find solutions to the situation in Xinjiang and to ensure that the Chinese government is held accountable for its actions.”
