Dmitry Chernyshenko during a visit to Rosobrnadzor. With department head Anzor Muzaev

Deputy Prime Minister Dmitry Chernyshenko held a working meeting with the Rosobrnadzor team and its head Anzor Muzaev.

One of the main issues was the use of modern technological solutions for preparing and conducting the unified state exam.

“President Vladimir Putin, in his decree on national development goals, set the goal of technological leadership. The Unified State Exam is one example of the high-quality use of high technology. Behind the effective conduct of the exam is a system for administering the process and processing the results. The situational information center of Rosobrnadzor carries out constant online monitoring and operates a feedback collection system. Now you can leave suggestions and comments on the topic of the Unified State Exam by contacting the hotline or on the social network of Rosobrnadzor. Today we also proposed creating the opportunity to receive feedback through State Services,” the Deputy Prime Minister said.

At the situational information center, the Deputy Prime Minister was shown how control measuring materials and technologies have been improved to ensure the preparation and conduct of the OGE and the Unified State Exam. In particular, now all exam points are equipped with printing stations that print unique forms of control measuring materials directly in the exam rooms. To prevent and detect violations during the examination process, a video surveillance system and artificial intelligence are used, and all answer forms and CMMs have special protection that allows you to determine the identity of the examinee if the answer form or CMM is posted on the Internet. At the same time, work is underway to protect the personal data of exam participants and prevent leaks of exam materials.

During the meeting, representatives of Rosobrnadzor spoke about the current status of the Unified State Exam. Thus, on June 11, exams in biology, history and foreign languages are held throughout Russia.

Dmitry Chernyshenko took part in monitoring the exam in real time and saw the process of receiving feedback from public observers and 1956 exam sites through the “See Unified State Exam” portal. As representatives of Rosobrnadzor noted, on average, more than 5 thousand people simultaneously watch the Unified State Examination online, mostly students of pedagogical universities. Today, on the day of the Unified State Exam in history, biology and foreign languages, more than 20 thousand online observers worked on the “Look Unified State Exam” platform.

“Rosobrnadzor showed technological solutions that are today used to automate the processes of monitoring the Unified State Examination. We saw how work processes are now structured. We will try to share our experience to work effectively together,” said Dmitry Chernyshenko.

Also during the meeting, the Deputy Prime Minister discussed proposals to increase the level of motivation of teachers, including the financial component of their work, and other modern challenges that require solutions.

The head of Rosobrnadzor, Anzor Muzaev, together with his colleagues, spoke about the procedure for developing KIM and checking the Unified State Examination. The commissions for the development of the Unified State Exam KIM in all academic subjects include 160 specialists, including 13 employees of the Federal Institute of Pedagogical Measurements. The remaining specialists are school teachers (41%), representatives of universities and scientific organizations (59%). More than 40 thousand experts from subject commissions of the constituent entities of the Russian Federation take part in checking the detailed answers.

“The Unified State Exam is now a unique national exam, completely developed by Russian specialists and superior in many respects to final certification exams in other countries of the world. High-tech, transparent and impartial,” noted Anzor Muzaev.

Also during the meeting, the main results of Rosobrnadzor’s activities and prospects in various areas were discussed, including reducing the bureaucratic burden on teachers, licensing educational activities, state accreditation of educational institutions, checking the quality of education, monitoring the implementation of decisions and instructions of the President and the Government of Russia.
