Before developing Changing Systems to Transform Lives: Canadian Anti-Racism Strategy 2024-2028, the federal government conducted several consultations between 2019 and early 2023. It thus took the pulse of the population across the country , by various means:

15 public meetings; 2 national summits on anti-Semitism and Islamophobia; 1 national youth forum on racism against black people; 21 round tables; an online questionnaire on racism and discrimination, open to everyone in Canada.

To increase accountability and achieve results with the Strategy, the government:

establish systems and explore legislative options to increase accountability and make systems more inclusive; prioritize and support communities considered experts in the fight against racism by ensuring their perspectives are at the heart of the decision-making process and providing necessary resources; will strengthen relationships between levels of government, with domestic and international partners, to drive progress and bring positive change to Canada.

The strategy prioritizes measures in the following four priority areas:

promote the strengthening of economic, social and cultural power; fostering racial equity in immigration, health care and housing systems; reform the justice, law enforcement, intelligence and public safety systems; ensuring that our international engagement guides the advancement of racial equity and inclusion at home.

The Strategy also takes into account the complexity of intersectionality, addressing how multiple forms of racism are compounded by other forms of oppression, such as sexism, misogyny, homophobia, transphobia, caste-based discrimination, ableism and language-based discrimination.
