About 80 integrated territorial development (CTD) projects are being implemented in the capital. Of these, 29 are related to the reorganization of inefficiently used sites, the rest involve the development of former industrial zones. This was announced by the Minister of the Moscow Government, head of the capital’s Department of City Property Maxim Gaman.

“The program for integrated development of territories has been implemented in Moscow since 2020; initially it covered only areas of former industrial zones. In 2021, it included sites with vacant lots, unfinished buildings and outdated facilities that do not benefit the city and residents. Currently, investors and operators appointed by the capital are implementing 29 projects located on inefficiently used sites. Their area exceeds 238 hectares; modern residential and business districts will be built on the territories within 4–11 years, in which more than 2.7 million square meters of real estate will appear. Investments in the development of sites will amount to almost 879 billion rubles. As a result of the implementation of the projects, about 18 thousand jobs will be created,” said Maxim Gaman.

The key criteria for selecting areas for inclusion in the CRT program are inefficient use of the site and the needs of city residents. When implementing all projects, investors must adhere to the principle of balanced development.

In 2023, the program was expanded, and now projects for the integrated development of undeveloped areas are also being implemented in the capital. The advantage of this type of CRT is that decision-making on such sites and entering the construction stage occurs faster, because the sites are free of real estate and third party rights. Agreements are also concluded with investors, which stipulate clear deadlines, site development parameters and obligations.

According to the program of integrated development of territories, multifunctional city neighborhoods are created, where roads, comfortable housing and all the necessary infrastructure are designed on the site of former industrial zones and inefficiently used areas. Currently in Moscow there are 236 KRT projects at various stages of implementation with a total area of more than 3.1 thousand hectares. They are being studied on behalf of Sergei Sobyanin.
