Chairman of the Government Mikhail Mishustin has signed a decree that will enable regions to involve more land plots into turnover and develop them in an integrated manner. This was announced by Deputy Prime Minister Marat Khusnullin.

“We continue to improve the mechanism of integrated development of territories – one of the main promising tools for the qualitative renewal of our cities. Improving the bidding rules in this area will make it possible to include “unpopular” land plots in CDT projects. Regions now have the opportunity to combine two land plots in one lot – one that is attractive for investment and one that is unattractive but needs comprehensive development to improve people’s lives. The new approach will allow us to involve more urban spaces in the process of large-scale renewal. Importantly, we will be able to help develop areas that may have been neglected by investors. This will make the comprehensive urban renewal more even and effective”, – said Marat Khusnullin.

The possibility of combining several land plots and objects in one lot will also allow public authorities to reduce costs and time for bidding.

“Over the past three years, integrated development of territories has shown itself to be a working tool for solving the strategic tasks of improving the housing conditions of citizens, resettlement of emergency housing and construction of new housing. This has become possible, among other things, due to timely adjustment of legislation taking into account the feedback received from residents, developers and regional authorities. The main purpose of the changes adopted by the Government is to simplify the bidding procedure and thereby reduce the costs of bidding by public authorities for non-contiguous territories,” emphasized Irek Faizullin, Minister of Construction and Housing and Public Utilities.

The Government Resolution was prepared by the Russian Ministry of Construction. The Territorial Development Fund, which as an operator implements CDT projects in accordance with the Government’s decisions and is also the operator of the program for resettlement of citizens from emergency housing, participates in the development of legislative initiatives aimed at improving the CDT mechanism.

“Involvement of non-contiguous territories in CRT projects will expand opportunities and accelerate the implementation of the program for the resettlement of emergency housing stock. Regions will be able to involve territories with a large concentration of emergency and dilapidated housing stock in CDT simultaneously with undeveloped territory. This approach will also make it possible to compensate part of investors’ expenses, including for the resettlement of emergency and dilapidated housing,” said Ilshat Shagiakhmetov, Director General of the RTDF.

Part of the costs can be compensated by resettling people in houses built in undeveloped areas, rather than in apartments purchased at market value, as well as from the profit from the sale of the remaining apartments.
