Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko chaired a meeting of the subcommittee on the implementation of tourism investment projects of federal significance. The event was also attended by Deputy Minister of Economic Development of Russia Dmitry Vakhrukov, General Director of JSC Tourism.RF Corporation Sergey Sukhanov, as well as heads of constituent entities. At the meeting they discussed the organization of work on the implementation of the project of federal year-round resorts “Five Seas and Lake Baikal”.

“President Vladimir Putin supported a separate federal project “Five Seas and Lake Baikal”, which provides for the creation of 10 year-round resorts on the coasts. Its implementation will make it possible to further increase the number of tourist trips in Russia by 10 million per year, as well as expand the number of rooms by 73.5 thousand. This is a key task that we are called upon to solve through the joint efforts of the federal center, regions and investors. Such synergy will create high-quality service and infrastructure, but most importantly, it will be able to evoke positive emotions among Russians, especially among families with children. And, of course, it is necessary to provide high-quality recreation for residents of new regions, since these regions, in particular the coast of the Zaporozhye region, have great tourism potential, which we will jointly reveal,” noted Dmitry Chernyshenko.

He added that within the framework of the national project “Tourism and Hospitality Industry,” 103 billion rubles are provided for financing year-round seaside resorts, the volume of private investment in tourism infrastructure will amount to over 1.5 trillion rubles.

“To effectively implement the President’s Order, we must ensure the orchestration of all national projects, state and regional programs, and concentrate all available resources. The construction of roads, energy facilities and power lines, waste disposal and recycling facilities – everything should move the “Five Seas and Lake Baikal” project forward!” – said the Deputy Prime Minister.

The Deputy Chairman of the Government reminded that in the near future the updated national project “Tourism and Hospitality Industry” will be presented to the Chairman of the Government Mikhail Mishustin. To do this, regions need to update control points for project implementation in road maps, as well as formulate a general need for the necessary resource support, taking into account the production of domestic products for the tourism industry. Dmitry Chernyshenko also called on the regions to carry out coordinated work with federal executive authorities in order to quickly solve problems related to the implementation of projects.

Dmitry Vakhrukov told how the work on implementing the projects will be organized. On behalf of Dmitry Chernyshenko, the Ministry of Economic Development, together with the regions, formed primary road maps for the implementation of each project; their structure consists of three blocks.

“The first is the direction of land and property relations, the second is the creation of supporting infrastructure, the third block is the creation of tourism infrastructure. The master plan, draft territory planning, land use and development rules have been prepared for the Caspian coastal cluster, land and property relations have been formalized for all areas included in the project. The master plan for the planning project is ready for “New Anapa”, for resorts in Kaliningrad, Irkutsk, Buryatia and St. Petersburg. In St. Petersburg, the master plan has already been approved,” said Dmitry Vakhrukov.

The deputy minister added that together with the regions it is necessary to determine the activities that will be financed from the federal and regional budgets, as well as what objects will be included in plans for the development of roads and railways, airports, energy and other infrastructure.

“With the support of the federal budget and Tourism.RF, as part of the implementation of the project “Five Seas and Lake Baikal”, it is planned to ensure the creation of modern year-round resorts “New Anapa” in the Krasnodar Territory, “White Dune” in the Kaliningrad Region, “St. Petersburg Marina” in St. -Petersburg, “Baikal Settlement” in the Irkutsk region. In total, this will provide 35,980 additional rooms to accommodate Russian and foreign tourists. To attract extra-budgetary funds for ongoing projects, about 170 investment lots will be available to investors through our line,” noted Sergei Sukhanov.

At the meeting, the current status of the following projects was reported: “White Dune” in the Kaliningrad region, “St. Petersburg Marina” in St. Petersburg, “Primorsk” in the Zaporozhye region, “Golden Sands” in the Republic of Crimea, “Novaya Anapa” in Krasnodar region, “Caspian Coastal Cluster” in the Republic of Dagestan, “Gateway of Baikal” and “Baikal Settlement” in the Irkutsk region, “Magic Baikal” in the Republic of Buryatia, “Primorye” in the Primorsky Territory.

During the meeting of the subcommittee, instructions were given to form a project office to monitor the implementation of projects, with specific deadlines for implementation and identification of those responsible, to resolve the issue of allocating land plots for construction, to eliminate restrictions on logging while complying with all norms of environmental legislation, as well as to complete the work to clarify needs for the supporting infrastructure for the formation of applications to the relevant federal executive authorities.

Dmitry Chernyshenko also invited to take part in the session of the St. Petersburg International Economic Forum on Tourism, where issues of state support measures for the industry will be discussed. In addition, on June 12 at the Russian tourism forum “Travel!” In Moscow at VDNKh, the project “Five Seas and Lake Baikal” will be presented to a wide audience at a plenary session.
