At a meeting on Thursday, May 30, the Government of the Russian Federation reviewed the consolidated annual report on the progress of implementation and assessment of the effectiveness of state programs in 2023.

All state programs combine mechanisms for achieving the strategic goals of the country’s development and its economic, scientific and cultural potential, improving people’s living conditions, ranging from support for medicine and education, large families, the most vulnerable categories of citizens, construction of housing and roads, emphasized the Chairman of the Government of the Russian Federation Mikhail Mishustin. “In turn, efficiency is determined by specific results and the quality of financial management,” he added.

When assessing the results, three components were used: the level of achievement of indicators and results as a comparison of plan with fact (80%), an assessment of the dynamics of growth in indicator values in relation to the previous year (10%) and an assessment of the quality of financial management (10%), explained the Minister of Economic Affairs development of the Russian Federation Maxim Reshetnikov.

In total, 50 state programs were implemented in Russia last year. Their average efficiency for the year was 94.3%. Among the leaders is the program “Comprehensive development of rural areas”, as well as the “State program for the development of agriculture and regulation of markets for agricultural products, raw materials and food”. For example, in 2023, the target for the agricultural production index was exceeded many times over, the level of employment of the rural population was increased to 55.6%, and the volume of exports of agricultural products was increased to $37.6 billion.

Also among the most effective is the Education Development program, under which more than 230 thousand new places in schools and kindergartens were created, which made it possible to increase the availability of preschool education for children aged 1.5 to 3 years to 99.5%.

Despite the difficult situation, the planned indicators and results of the program for the socio-economic development of the Kaliningrad region, for which the Ministry of Economic Development of Russia is responsible, were achieved 100%, noted Maxim Reshetnikov. “We implemented 82 investment projects and provided support to 90 companies, which made it possible to create more than 14 thousand jobs last year and reduce the number of registered unemployed to 2.6 thousand people,” he emphasized.

“This year, taking into account the Presidential Decree on national goals, we began assembling new national projects. Together with them, we are adjusting government programs. We have begun an inventory of their indicators and calculation methods, we are adjusting the management system, and simplifying the procedures,” noted the head of the Ministry of Economic Development of the Russian Federation.

The report will be sent to the State Duma along with a report on the execution of the federal budget.
