Org. Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyzes, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians, and the science and technology community. 

The position is located at the United Nations Office for Disaster Risk Reduction (UNDRR) Regional Office for Asia and the Pacific (ROAP) in Bangkok. The incumbent will report to the Programme Management Officer (Gender Advisor), under the overall authority of the Chief of the Regional Office.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties: 

  • Facilitates the integration of disability considerations into core UNDRR global processes, including strategic planning, workplan development, programme management, resource mobilization, global and regional platforms, communications, and capacity development of staff. 
  • Strengthens and coordinates activities on disability-related disaster risk reduction with UNDRR partners, Governments – including local government, UN Country Teams, Organisations of Persons with Disabilities (OPDs), and stakeholder groups, including through UNDRR’s global disability network and engagement with CRPD processes, to advocate for greater investment in and prioritization of the rights of persons with disabilities in all facets of disaster risk reduction. 
  • Researches, analyzes, and presents information related to disability and the implementation of the Sendai Framework for Disaster Risk Reduction, and provides recommendations to UNDRR SRSG, Director, management, and staff to enhance disability inclusion, meaningful participation, engagement, and leadership of persons with disabilities in UNDRR’s work. 
  • Supports UNDRR’s commitment to, and implementation of UN-wide disability inclusion initiatives, including the UN Disability Inclusion Strategy (UNDIS), ensuring appropriate reporting processes are completed. 
  • Coordinates disability policy development and the review and analysis of disability-related issues, data, and trends, including the promotion of sex, age, and disability disaggregated data and disability-related indicators to improve Sendai Framework Monitoring and disaster-related data collection. 
  • Increases prominence and visibility of disability-inclusive disaster risk reduction by contributing technical expertise on disability and DRR, supporting disability-related components of UNDRR’s programmes, and representing UNDRR at international, regional, national, and local meetings where needed. 
  • Organizes and prepares written outputs related to disability e.g. draft background papers, speeches, analysis, sections of reports and studies, inputs to publications, etc. 
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.), including developing and implementing an organizational monitoring and evaluation mechanism to track progress. 
  • Performs other duties as required.

Education

An advanced university degree (Master’s degree or equivalent degree) in public or business administration, management, political sciences, law, human rights, social sciences or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration, social sciences or related area is required. 

Experience in disability rights, programming or advocacy is required. 

Experience in disaster risk reduction is required. Experience in the United Nations system or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
