Since February 2022, EVAM has recorded a substantial increase in the number of beneficiaries, from 5,430 to 12,662 at the end of January 2024. This growth has led to the opening of over 30 new collective accommodation structures. In response to this emergency, and with a view to optimizing resources, priority was given to areas with unoccupied infrastructures offering moderate rents, such as former hospitals on the Riviera, vacation camps, hotels and apartments in the north and east of the Canton of Vaud. Although pragmatic, this approach has resulted in a significant burden being borne mainly by a dozen or so communes in the Canton, such as Bex and Sainte-Croix.

Faced with these challenges, State Councillor Isabelle Moret has set up a working group to establish a new standard for managing this situation. This working group brings together representatives from the two associations of communes in Vaud, the Union des Communes Vaudoises (UCV) and the Association de Communes Vaudoises (AdCV), as well as from EVAM, the Population Service (SPOP) and the Cantonal Office for the Integration of Foreigners and the Prevention of Racism (BCI). In addition, there are contributions from the Direction générale de l’enseignement obligatoire et de la pédagogie spécialisée (DGEO) and other key players.

Together, they set out to develop solutions tailored to the specific needs of the Canton and its municipalities, while focusing on several key objectives:

Improve the distribution of EVAM beneficiaries between the various regions and communes, with a view to a more balanced approach, thanks in particular to the use of statistical data and dedicated mapping.
Strengthen support and collaboration between the various players involved in the opening of new reception sites, through the implementation of a defined process.
Simplify and optimize the transmission of information to communes to facilitate their procedures
Work on welcoming children and integrating them into school structures

The first phase of this work led to a series of adaptations, in particular concerning the opening of new living facilities by EVAM in the communes. This initiative is complemented by the reinforced presence of regional coordinators in the communes, to ensure permanent and effective local support.

“It is essential that the care, support and assistance of migrants allocated to the Canton of Vaud be carried out with respect for the needs of the communes. It is only by working together, in a spirit of mutual understanding, that we can achieve a harmonious balance between the imperatives of welcoming migrants and the expectations of local communities”, says State Councillor Isabelle Moret.

At the same time, the WG is continuing its efforts to capitalize on existing synergies. Discussions are continuing to strengthen support for local authorities, with a particular focus on the challenges of integration and schooling.
