The Ministry of Economic Development and the Center for Strategic Research (CSR) Foundation presented a program to promote Russia’s tourism potential in foreign markets at the International Forum “Russia”.

“We realize that foreign tourists today are very familiar with two capitals – Moscow and St. Petersburg, and this is confirmed by the figures. The contribution of the tourism industry to the economy of Moscow in 2023 amounted to 178 billion rubles, which is 48% more than a year earlier. Of the total number of 24.5 million tourists, 2.3 million were foreign tourists. 9.4 million tourists visited St. Petersburg in 2023, including 600 thousand from abroad. The contribution to the city’s economy amounted to 482.7 billion rubles, which is 32% higher than in the previous year. Our global task is to spread this positive trend to other regions of the country. To open for foreign tourists a great, interesting, comfortable and hospitable Russia”, – said Pavel Smelov.

The presented concept is based on the establishment of a wide network of stable partnerships at all levels. In the first year of the project implementation, long-term partnerships will be formed, which will be filled with tourist products. Work on promoting Russia’s tour brand at external international exhibitions, business missions for Russian tour operators, familiarization tours for foreign travel agents, as well as marketing and digital support of the project, initiation of discussions on the current agenda at major domestic business forums are not all the tools that are planned to be used.

Regional experience can be useful in promoting to foreign markets. In particular, the creation of interregional tourist routes for foreign guests. For example, the capital offers joint projects for foreign travelers within the framework of the “Moscow+” concept. Joint routes have been developed for tourists: with St. Petersburg – “Two Cities – a Million Impressions”, with the Moscow Region – “Two Rhythms of an Ideal Trip”, with the Tyumen Region – “Russian Vacations. From the capital of Russia to the capital of Siberia”, with the Republic of Tatarstan – “Two Capitals of One Horizon”.
“In 2024 the attention will be directed to 5 priority countries: China, India, Iran, UAE, Saudi Arabia. The result of the realization of the presented concept will be an annual flow of intourists”, – said the Director General of CSR Pavel Smelov.

He also noted that the formation of an attractive image of the country for inbound tourism is a task that cannot be solved alone. The Center for Strategic Research has become a multi-format platform for interaction between experts, tour operators, business and government, combining the functions of project management, competence center and coordination.

The head of the CSR announced the maximum involvement of all stakeholders. At the preparatory stage, it is important to gather as much expertise as possible in order to develop a holistic approach to promoting the country’s brand. He emphasized three key areas: to form a holistic image of the country, to develop a unified visual code of presence abroad (adapting it in each case to the specific features of partner countries), and to actively integrate the Russian brand into the work of businesses in the target countries.

According to Nikita Kondratyev, Director of the Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of the Russian Federation, the involvement of businesses and regions in the program to promote Russia’s tourism potential in foreign markets will help achieve the strategic goal of the Government of the Russian Federation on inbound tourist flow of 16 million tourists by 2030. He also noted that in addition to the promotion program, the Russian Federation will continue to implement systemic measures to develop inbound tourism. “In 2024, we will pay special attention to the development of visa-free regime with the countries of the Middle East and Southeast Asia, simplification of the electronic visa application form, digitalization of the mechanism of group visa-free exchanges with China and Iran, expansion of the geography of direct air communication”, – said Nikita Kondratyev.
