In response to a consultation of the Federal Department of the Environment, Transport, Energy and Communications (DETEC) relating to the revision of the Radio and Television Ordinance (ORTV), the Council of State considers that a lowering progressive household fee, from 335 to 300 francs, represents an acceptable compromise. Indeed, he cannot support thefederal popular initiative “200 francs is enough”. If accepted, it would have particularly significant repercussions on the services of the Swiss Broadcasting Corporation (SSR).
Furthermore, the Council of State is in favor of an exemption from the fee for companies whose annual turnover is less than 1.2 million francs. He considers that the amounts planned must allow the SSR to carry out the core of its missions of information and support for culture.
In its response, the Council of State specifies that the reduction in the fee should not affect regional radio and television stations, whose information mission in the regions is particularly important. Finally, he wishes to underline the absolute need to redefine more precisely the role that the SSR must assume in the Swiss media landscape, particularly in terms of ethics and reliability. It also indicates that a stricter review of the governance of the SSR by the Confederation would be desirable.
