The student association “Laboratory of Public Administration” (PAL) became the winner of the all-Russian competition-monitoring of the best practices in the implementation of youth policy and educational activities of universities, organized by the Ministry of Science and Higher Education of the Russian Federation last year. The project of the Institute of Industrial Management, Economics and Trade of SPbPU won in the category “Practices for organizing joint activities and amateur activities of students.”
The goal of the competition is to create a base of effective solutions for methodological support of the activities of teams of vice-rectors for youth policy and educational activities, focused on revealing and using the potential of students. As a result, experts selected 55 of the best university practices from all over Russia, among which was the project of the Higher School of Administrative Management IPMEiT.
Among the residents and founders of the health care facility are master’s students in “Public and Municipal Administration” Ahad Almurzaev, Varvara Bucherova, Yulia Katrashova, Kamila Nazmetdinova and Ilya Smerdov. The project has been developing rapidly since last year. Experts noted him for his innovative approach to involving students in the organization of state and municipal governance in various areas: legislative, social, transport and digital transformation.
To exchange best practices, health care facilities attract leading experts, including representatives of government authorities, various industries, and top officials of St. Petersburg. Cases are conducted to solve real socio-economic problems in the city. They develop students’ project management skills and analytical thinking and help minimize risks.
Winning the competition confirms the important role of the Polytechnic in supporting youth policy and educational activities, as well as the desire to unlock the potential of students. The Laboratory of Public Administration of the VSAU IPMEiT continues to confidently keep up with the times, paying special attention to the formation of an active and responsible civic position among young Russians.

Among the results of the Laboratory’s work, Ahad Almurzaev noted:
six exciting tracks on current challenges of the state and municipal management system with more than 500 participants, a summer school on the topic of the digital state and educational intensives for schoolchildren, several victories in competitions, olympiads and championships at the regional and all-Russian levels, thanks for their contribution to the development of the system public administration from the Legislative Assembly and the Government of St. Petersburg, lectures by the city’s leading speakers, the status of ambassadors of the youth personnel reserve of St. Petersburg and the high assessment of the city’s civil service and personnel policy committee, a grant from Rosmolodezh and the developed board game “Candidate”, the formation of a professional community of those who cares about the fate of their region and country.
Another well-deserved success of the team is reaching the finals of the Polytechnic Tower competition in the category “Best project in career guidance and promotion of career aspirations.”
