November 21 at the Intellectual Center – Fundamental Library of Moscow University with the participation of the President of the Russian Union of Rectors, Rector of Moscow State University V.A. Sadovnichego held a meeting on improving the quality of physico-mathematical and chemical-biological education. The substantive frame and business tone of the discussion at the beginning of the meeting was set by the Minister of Science and Higher Education of the Russian Federation V.N. Falkov and the Minister of Education of the Russian Federation S.S. Kravtsov.

The President of the RSR began his speech with gratitude to the heads of relevant departments for the opportunity within the walls of M.V. Moscow State University. Lomonosov to begin a long-overdue conversation about improving the quality of physico-mathematical and chemical-biological education in the country. Addressing the problem of improving the quality of science and mathematics training at the government level is a truly important step towards improving the national education system. “As a mathematician, I want to speak out about mathematics education. The topic is broad and requires different approaches. I will express some thoughts based on personal experience, the experience of Moscow University and my idea of what needs and can be done to solve the problem,” prefaced V.A. Sadovnichy his performance. “I have always proceeded and continue to believe that the main result of the changes being discussed should be an improvement in the quality of education. And the basis for the quality of education is its fundamentality,” the president of the Russian Union of Rectors is convinced.

Viktor Antonovich recalled that issues of teaching mathematics in the country have been brought up to the level of the country’s leadership more than once. This was the case in Soviet times and today. In 2013, the Government Order approved the Concept for the Development of Mathematical Education in the Russian Federation, and specialists from Moscow University also took part in its development. Noting the fundamental role of mathematics, the Concept points to the need to develop a wide range of mathematical training programs that take into account the educational needs of various categories of students. In the new conditions, with the development of digitalization and the massive introduction of artificial intelligence technologies, according to the rector, the problems correctly indicated in this strategic document are only becoming more relevant and scalable.

The head of the All-Russian Association of University Leaders outlined the most pressing problems of our time, which became the reason for holding an orientation meeting on the quality of natural science training in secondary and higher schools. To solve them V.A. Sadovnichy proposed to begin by updating the Concept for the Development of Mathematical Education, taking into account modern tasks and challenges, and the national development goals of the Russian Federation until 2030. According to him, the Concept should include all levels of education as a single whole.

The rector also put forward more than a dozen specific proposals and measures aimed at improving the quality of mathematics education in Russia. Speaking about this, he emphasized that such strategies for the development of education should be in chemistry, biology, and physics. An example of understanding the importance of such work at Moscow University is the development of the Concept for the Development of Engineering Education in Russia, which unites all levels of education and is interdisciplinary in nature, connecting engineering knowledge and fundamental science. “I came up with the idea of fundamental engineering. It requires fundamental mathematical training and, therefore, we need to think about how to prepare mathematics teachers for engineering universities,” said the rector.

V.A. Sadovnichy recalled that this year marked the 60th anniversary of the creation of physics and mathematics boarding schools in the USSR at Novosibirsk, Moscow, Leningrad and Kiev universities. Today, these specialized educational and scientific centers are the leaders of natural science education in school, and the forges of personnel for science. Updated on the eve of the 270th anniversary of Moscow University, SUSC named after A.N. Kolmogorov Moscow State University, has become a real palace of knowledge, work and talent. According to the rector, targeted support for such schools by the Government and relevant ministries should become a priority element of the program to improve the quality of education.

Another major project of Moscow University, the so-called “Small Mechanics and Mathematics” of Moscow State University, also deserves recognition. This is the largest mathematical circle in the country, which has existed for more than forty years. Every year more than two thousand schoolchildren, including primary school students, study there, and thanks to distance technologies, the number of students from all regions of Russia is constantly growing. The children, studying there, then become students of mathematics schools, and then scientists, constituting the flower of world science.

V.A. was not spared. Sadovnichy and issues of improving the system of state final certification. He recalled that he is a consistent opponent of the Unified State Exam in its original version. Then, according to the president of the RSR, its introduction “in general did not contribute to improving the quality of education in the country.” However, the rector called for making the most of the positive aspects that it certainly has and reducing its costs. V.A. Sadovnichy noted that schoolchildren’s Olympiads, which are held under the auspices of the Russian Council of Schoolchildren’s Olympiads, in close cooperation with the Russian Union of Rectors, have long proven themselves to be a compensatory mechanism for the shortcomings of the Unified State Examination. The Olympiad mechanism provides an opportunity for capable, motivated graduates from almost all regions of the country to enter all leading universities in the country.

They also have another mechanism for recruiting students. University teachers often, with good reason, recall how important it was to look an applicant in the eyes during an exam, which sometimes helped not to miss talent. Additional entrance examinations at a number of universities make it possible to smooth out the “Unified State Examination” effect. The President of the RSR proposed to extend this experience to other universities.

“It is important to pay attention to how mathematics is taught not only in specialized faculties, but also in natural sciences. In my opinion, this is an important methodological problem, and one can hold, for example, FUMO responsible for the quality of teaching such basic courses as calculus, differential equations, higher algebra and geometry,” Academician V.A. is also confident. Sadovnichy.

Based on the experience of implementing the university program “MSU to School,” the rector stated the importance of improving the qualifications of teachers and recalled the systematic holding of summer schools, seminars, and congresses of subject teachers by Moscow University. In just a few days, the All-Russian Congress of Teachers and Teachers of Mathematics and Computer Science will begin at Moscow State University. Moscow University and the All-Russian Organization of Chemist Teachers, founded by it, are the organizers of the All-Russian Congress of Chemistry Teachers and Lecturers, which will be held from November 25 to 28 in Sirius.

“With the support of the government, it would be possible to build a broad program of university-school events for the whole country, including expanding opportunities for advanced training of teachers on the basis of leading universities,” the rector said, proposing to hold an All-Russian methodological seminar on teaching at Moscow University mathematics with the participation of leading teachers and teachers.

At the end of his speech, V.A. Sadovnichy once again drew attention to the fact that in order to improve the quality of mathematical – like any other – education, the will of people and the consolidation of efforts, building a strategy and partnerships are necessary. “We certainly have the will, as well as quite a rich experience of interaction and partnership. Therefore, we can hope that our meeting will help direct the work of all interested parties – both the governing bodies of the education system and the scientific and educational community – towards taking the right necessary measures to solve the task set before us,” emphasized the rector of Moscow University.

The scientific director of the Chemistry Department of Moscow State University, Vice-President of the Russian Academy of Sciences, Academician S.N. also spoke at the meeting. Kalmykov, rector of MIPT D.V. Livanov, acting Dean of the Faculty of Physics of Moscow University V.V. Belokurov, acting Dean of the Faculty of Fundamental Physical and Chemical Engineering, Academician Yu.G. Gorbunova, Dean of the Faculty of Biology of Moscow State University, Academician M.P. Kirpichnikov, acting Rector of the Russian Chemical Technical University named after D.I. Mendeleeva I.V. Vorotyntsev, first projector of St. Petersburg State University E.G. Chernova.
