An introductory session on designing the “Regulator” client path in the Science and Innovation Domain was held at the Coordination Center of the Russian Government. The discussion was attended by Deputy Minister of Science and Higher Education D. Kiryanova, representatives of federal executive authorities, as well as the first vice-rector of MIPT Elena Anokhova and the heads of the MIPT project office for the implementation of digital transformation of higher education.
The “Science and Innovation” domain is designed to provide users with seamless use of various departmental and government information systems of key participants in research, design and technological activities (government bodies, RAS and universities, development institutions, state corporations and other stakeholders.
The “Regulator” client path is one of the tracks that will primarily connect the information systems of the Ministry of Education and Science of the Russian Federation, the Ministry of Finance of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, Rospatent, Rosobrnadzor and other federal departments, as well as institutes of the Russian Academy of Sciences and universities. The design work that has begun should be completed by the end of 2023.
Deputy Minister of Science and Higher Education of Russia Daria Kiryanova thanked her colleagues from MIPT who are taking part in the development of interdepartmental information services and emphasized that as part of the work to create the Science and Innovation domain in 2023, 14 services were created as part of the Unified State University of Physical Sciences and Technology (EGISU) and client paths were developed “Researcher” and “Customer”, and work on designing the “Regulator” client path must be completed before December 19 of this year. “This year we have already developed the “Researcher” and “Customer” client paths, and by the end of the year we hope to finalize the development of the third client path – “Regulator”. I hope that the work will be successfully carried out jointly with other participants in the design process – our colleagues from the Ministry of Economy, Rosobrnadzor, the Ministry of Finance, the Ministry of Digital Development, the Ministry of Industry and Rospatent. We stand for productive interdepartmental dialogue, for the creation of a flexible design methodology, and the workflow itself and the design result is an important achievement for all of us. I am sure that in the future the domain will become a platform for the development of services for other federal executive authorities,” noted Daria Kiryanova.
According to the first vice-rector of MIPT, Elena Anokhova, the Science and Innovation Domain is a response to new challenges in retaining talent and forming interdisciplinary teams. The Domain’s capabilities should significantly reduce the bureaucratic burden on researchers, freeing up time for creativity and creation.
“To ensure technological sovereignty, it is extremely relevant to modernize the management system for high-tech developments in the interests of implementing projects of the full innovation cycle, increasing its adaptability and dynamism, using new forms and methods of cooperation, both through the creation of collaborations for the implementation of large-scale projects, and through the development of interaction with small innovative companies . And all these opportunities are provided by the Science and Innovation Domain.
Separately, it is worth highlighting the Domain’s capabilities being developed to search for patent information and integrate with such popular systems as marketplaces of shared use centers and unique scientific equipment,” emphasized Elena Anokhova.
