Motion for a European Parliament resolution on ending the illegal online trafficking of animals and plants in the European Union and setting up a European animal register

The European Parliament,

 having regard to the EU Action Plan against Wildlife Trafficking,

 having regard to the adoption of the Digital Markets Act, the Digital Services Act, and the proposal for a data act,

 having regard to the priorities of the European Multidisciplinary Platform Against Criminal Threats (EMPACT),

 having regard to Rule 143 of its Rules of Procedure,

A. whereas environmental crime is one of the most profitable forms of international organised crime and has an impact on not only the environment but also human health;

B. whereas the illegal trafficking of wildlife, pets and plant species is facilitated through the malicious and misleading use of online platforms, in particular suspicious sales offers posted on social media;

1. Calls on the Commission to develop specific guidelines or requirements for sellers to declare the legal status of species on sale;

2. Calls on the Commission to devise a legislative framework that is fit for the purpose of fighting cybercrime and the illegal online trafficking of flora and fauna;

3. Calls on the Commission to set up a European animal register and to improve existing tools and the collection of critical data sets to achieve scalable, reliable, systematic and repeatable methods for automatically detecting wildlife cybercrime.
