Municipal councils make decisions that directly affect the lives of the citizens of a city or municipality. The council members are rarely thanked for this mostly voluntary commitment; there is increasing hostility from outside. But even within the councils, the situation is getting worse in some places: a rough tone sometimes determines the arguments, disputes and a lack of fairness limit the ability of the committees to act – and the motivation of their members. The study More respect please! makes the explosive nature of this development clear. In 30 qualitative interviews, a picture of the state of council meetings throughout Germany was obtained, which is only moderate overall – and at the same time a model of discussion culture was developed that can contribute to improvement.
