“50 Years Committee on Hazardous Substances – AGS”

On the occasion of the 50th anniversary of the Committee on Hazardous Substances, the celebration “50 years AGS – the work of the AGS in a European context” took place in Berlin today. Lilian Tschan, State Secretary in the Federal Ministry of Labor and Social Affairs (BMAS), thanked the members of the AGS and the many people involved in his environment for their voluntary commitment and the many years of successful advice to the BMAS:
We greatly appreciate your technical expertise and will continue to rely on the competent technical advice of the AGS on questions of hazardous substance protection and chemical safety.
On January 18, 1972, the Committee for Hazardous Materials was constituted as the forerunner of the current Committee for Hazardous Materials (AGS). Since then, the AGS has been successfully advising the Federal Ministry of Labor and Social Affairs. The guiding principles of action at the AGS are social partnership and the principle of consensus. These principles are particularly important when specifying the Ordinance on Hazardous Substances through technical rules, which are developed in the AGS in an established process and are constantly being further developed. Experts from the employers, trade unions, state authorities, statutory accident insurance and others, in particular, work here from science, to support the companies. Topics and regulations were and are, for example, benzene or quartz and general dust, asbestos and artificial mineral fibers, but also safety data sheets, risk assessment, workplace limit values or the risk concept for carcinogenic substances. Many of these topics are also dealt with in introduced to the European discussion, very recently e.g. B. the technical rules for welding work or lead. The AGS is also actively involved in discussions on the interface REACH and occupational safety. The celebration of 50 years of AGS on May 10 therefore placed the work of the AGS in a European context. There are concrete reasons for this: On the one hand, there is a new initiative to improve the level of protection for people and the environment with the EU chemicals strategy for sustainability as part of the “European Green Deal”. This initiative extends the influence of REACH to professional users even more than before. In this context, numerous new legislative activities are being initiated at EU level. These have a direct impact on national regulations and the interface to occupational safety. On the other hand, the EU chemicals strategy affects the current G7 deliberations: there are cross-links to chemicals policy on the subject of climate change. In the spirit of a “non-toxic environment”, substances of particular concern should not be used if possible. These are, for example, carcinogenic metals. However, these are currently still indispensable in connection with renewable energies and the required storage technology. State Secretary Lilian Tschan focused on these topics in her welcoming address. They were also discussed in a panel discussion between representatives of the AGS, the BMAS and Director Stefan Olsson as a representative of the Directorate General for Employment of the EU Commission, which was moderated by the President of the Federal Institute for Occupational Safety and Health (BAuA) Isabel Rothe. The BAuA leads the business of the AGS, collaborates professionally and provides comprehensive information about all work results of the AGS and its Technical Rules for Hazardous Substances (TRGS).
