The city published draft decisions on the integrated development of two sections of the former industrial zone “Serp and Molot” located in the Lefortovo and Nizhegorodsky districts. The total investment in the implementation of projects will amount to almost 50 billion rubles.
“Within the framework of the Industrial Quarters project, two sections of the former Serp and Molot industrial zone in the south-east of Moscow will be reorganized: one in the Nizhegorodsky region, the second in Lefortovo, their area exceeding eight hectares. The planned volume of investments in the implementation of projects will amount to almost 50 billion rubles, and the expected budgetary effect will be about 4.5 billion rubles per year. These territories will create 3.2 thousand new jobs in manufacturing, banking and other spheres, ”said the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.
The deadline for the implementation of the project in the Nizhny Novgorod region is six years from the date of the conclusion of the contract, and in Lefortovo – five years.
According to the head Department of Investment and Industrial Policy of the City of Moscow Alexandra Prokhorova, The total building area will exceed 190 thousand square meters.
“Now there are warehouses, several car services, a taxi station and an inactive bakery. Almost half of the territory located in the Nizhny Novgorod region will be occupied by high-tech enterprises. They will locate their production on an area of 65 thousand square meters. Public and business buildings on both sites will occupy almost 130 thousand square meters: 57 thousand square meters – in Lefortovo and 71.7 thousand square meters – in the Nizhny Novgorod region, ”he explained.
Comprehensive development of the territories of the former industrial zones of Moscow within the framework of the Industrial Quarters project will allow the city to receive about 500 thousand jobs and almost three trillion rubles of budget revenues, and the total investment will amount to more than seven trillion rubles.
The Industrial Quarters project within the framework of the Integrated Territorial Development Program (ICT) allows the use of unused and virtually abandoned urban areas. The first contract was signed in July 2020 – this is a project for the integrated development of the territory in the Oktyabrskoye Pole industrial zone, the total area of which is 5.92 hectares. Investments in the development of the industrial zone will amount to almost 14 billion rubles, the budget effect – about 1.8 billion rubles. The project is scheduled for six years, but the investor plans to complete the construction by 2024.
In November last year, Moscow hosted the country’s first auction for the right to conclude an agreement on the integrated development of the territory, within the framework of which the Korovino industrial zone will be reorganized.
In June, at the St. Petersburg International Economic Forum, two more agreements were signed on the integrated development of industrial zones at the initiative of copyright holders. Thanks to the Industrial Quarters project, the Korovino and Kuntsevo industrial zones located in the north and west of Moscow, respectively, will gain a second life. In addition, the fifth agreement was signed in September – on the reorganization of the Altufevskoe Shosse industrial zone.
