Deputy Prime Minister Dmitry Chernyshenko held the fourth meeting of the interdepartmental working group on the development of electronic document management in economic activities.

The meeting was attended by the head of the Federal Tax Service Daniil Egorov, Deputy Minister of Digital Development, Communications and Mass Media Oleg Pak, as well as representatives of the Ministry of Internal Affairs, Ministry of Health, Ministry of Culture, Ministry of Industry and Trade, other authorities, public organizations and business community.

The Deputy Prime Minister noted that the development of electronic document management is one of 42 strategic initiatives approved by Prime Minister Mikhail Mishustin.

“Electronic document flow is a tool to reduce risks and business costs. Within the framework of the working group, with the participation of entrepreneurs, solutions have already been found to unify approaches to the development of electronic document formats, and the rules for digital communication between business entities have been defined. According to the latest research, large companies see the need to switch to EDM, considering it an extremely effective mechanism for business development and productivity improvement in general, ”said Dmitry Chernyshenko.

The Deputy Prime Minister added that a bill has now been submitted to the State Duma, providing for the establishment of rules for storing electronic documents, creating duplicates of paper documents in electronic form, as well as converting electronic documents from one format to another. This is one of the key regulatory legal acts that will allow you to systematize the work with already created electronic documents and refuse to store a large amount of paper after transferring it to digital.

As part of the electronic signature reform, the concept of “machine-readable power of attorney” was introduced. The topic of a machine-readable power of attorney became one of the central at the last meeting of the interdepartmental working group.

Starting next year, interaction participants will begin to use this tool when exchanging electronic documents. Considering that the reform affects both business and executive authorities, it is required that all information systems are ready to work with such powers of attorney.

The ministry issued three orders in early October establishing the requirements for powers of attorney and the formation of a classifier of powers. In the near future, three Government decrees are to be approved, establishing the procedure for the provision of machine-readable powers of attorney, as well as technical requirements for the procedure for their storage. Thus, all the necessary regulatory legal framework will be formed.

It is important that state bodies are ready to proactively propose solutions that allow, at minimal cost, in a short time, to obtain the necessary functionality to verify the powers of the signatory.

“Business in order to adapt its information systems expects the government sector to regulate and create an infrastructure for machine-readable powers of attorney. I would like to note the initiative and advance work in this direction of the Federal Tax Service. In a short time, they prepared and launched a pilot project on machine-readable powers of attorney based on a digital distributed ledger platform. The pilot was joined by EDF operators, large banks and the Federal Treasury. I consider it expedient for the federal executive authorities to study the pilot project of the Federal Tax Service and join its implementation in order to obtain a unified distributed system for managing powers of attorney and authority, ”noted Dmitry Chernyshenko.

“The infrastructure being created can not only meet the needs of participants in information interaction in a short time, but will also create a unified environment with up-to-date information about machine-readable powers of attorney. Now, within the framework of the experiment, 9 operators of electronic document circulation, 6 banks and the Federal Treasury are already acting as owners of nodes, and more than 500 organizations are acting as clients, ”explained Daniil Egorov.

In December of this year, the Federal Tax Service will summarize the results of the experiment and submit a report to the Government with proposals on the regulatory and organizational support of the technology.
