ICPC – International Student Programming Championship, the most prestigious team competition in this field in the world. University teams compete in speed, creativity and innovation in solving non-standard problems.

The mission of the championship is to create an opportunity for professional communication between students of IT specialties of universities around the world, to attract the attention of scientific, business circles and the IT industry to a new generation of professionals in the field of programming.

More than 60 thousand students-programmers from more than 3 thousand universities in 115 countries take part in the selection rounds annually.

Russia has been participating in the World Programming Championship since 1995. During this time, Russian students have won 80 medals, 33 of which are gold. In 2021, Moscow hosted the championship final for the first time. Previously, the final of the competition was held twice in Russia: in 2013 – in St. Petersburg, in 2014 – in Yekaterinburg.

Good afternoon dear friends!

With all my heart I want to greet the members of the Russian programming team.

I am very glad to see you all here. First of all, I would like to congratulate the prize-winners on their victory in the most prestigious and large-scale team competition for young programmers. These are teams from Lobachevsky University of Nizhny Novgorod, ITMO St. Petersburg University (this is the former Institute of Fine Mechanics and Optics), Moscow Institute of Physics and Technology, and guys from the Higher School of Economics. They won three out of four gold medals, one bronze medal and the overall championship cup. This is a great result!

I would also like to convey to you the President’s congratulations. Today I spoke with him on the phone, he asked me to convey to you the warmest, sincere words of gratitude for the victory with a wish for further success. I cannot help but join these congratulations. I believe that you are all winners here.

You were able to fully confirm your deep mathematical knowledge, ability to quickly solve the most difficult problems and – I saw online – demonstrated persistence and fortitude. There were difficult qualifying rounds on the way to the final of the championship. In a very sharp and intense struggle, you became the first. They have convincingly proved their right to be called the best.

Of course, this would not have been possible without your mentors and teachers. They also take part in our meeting. I want to thank them from the bottom of my heart. Thank you for excellent preparation of the finalists, all the participants. A student’s victory is impossible without the mastery of the mentor.

I would also like to greet and thank the rectors of universities, winners of the Olympiads, who are present here today: MIPT Rector Dmitry Viktorovich Livanov, Rector of Lobachevsky University of Nizhny Novgorod Elena Vadimovna Zagainova, ITMO Rector Vladimir Nikolaevich Vasiliev, Rector of the Higher School of Economics Nikita Yurievich. Russia is hosting the final of the International Student Sports Programming Championship for the third time. This is an important achievement, given that this year, at the initiative of the President, we are hosting the Year of Science and Technology. One of its goals is to interest young people in the opportunities that digital technologies open before us. It is almost impossible to do without them. Including – in the public service.

It is no coincidence that our meeting is taking place today at the Coordination Center of the Russian Government. Here, on a daily basis, we build and implement plans to achieve the national development goals of the country. We understand that in order to meet modern requirements, and primarily the requirements of citizens, we need a completely new management format, a new management system.

Much has already been done in this direction. With the help of convenient services, today it is possible to solve a number of issues that quite recently were still difficult to solve, it was necessary to visit government agencies, collect various certificates. And even submitting documents for admission to a university is now possible through the portal of public services.

To maximize the introduction of “digital” into the activities of ministries and departments, each of them has a new deputy head for digital transformation, which helps to make interaction with citizens more efficient and more convenient.

Technology is actively changing the future in which you have to live and work. And of course, the transition to the digital economy poses very large-scale tasks for the development of the IT industry for our country.

Digital transformation is designated by the President of Russia as one of the national development goals. It leads to qualitative and rapid changes in the economy, including the translation of many work processes into an online format. In a pandemic, digital solutions have become the main connecting link of society. They made it possible to ensure the work of literally all industries, education, medicine and, of course, government agencies.

And an important factor of success in this work is qualified personnel. Our immediate plans include changes in the field of education. For example, students, as part of their main profession, will be able to additionally master digital specialties.

I am sure that the World Programming Championship will increase, first of all, the interest of young children in modern information technologies, in solutions in the field of artificial intelligence, cybersecurity, and big data.

In just a few years – and many already now – you will graduate from college. And you have to solve serious, responsible tasks, create unique software solutions. The country will really need your knowledge and skills. Not only in business. The government is very interested in creating all the conditions for professional self-realization. And you will be able to make a huge contribution to increasing the competitiveness of Russian IT products, solutions and services.

Friends, a lot of opportunities are opening up before you now. Allow yourself to dream. Do not be afraid to set the most ambitious goals for yourself, to go beyond the familiar, understandable. I am sure that you will succeed. With all my heart I want to wish you good luck and new big victories once again.
