MIL-OSI Russia: Large-scale exercises at an oil refinery took place in Moscow

As part of the All-Russian Civil Defense Staff Training, large-scale command and staff exercises were held to eliminate a conditional emergency with the involvement of the forces and means of the State Emergency Service and Civil Defense during the elimination of the accident on the territory of JSC Gazpromneft – Moscow Oil Refinery.

Deputy Minister of EMERCOM of Russia Viktor Yatsutsenko assessed the practical stage of the exercises on the territory of the facility.

“October 4 is the 89th anniversary of the foundation of the Civil Defense. Civil defense includes a set of measures aimed at ensuring the safety of the population, enterprises and the state as a whole. Today, at the Moscow Refinery, a strategically important facility, we have practically checked the readiness of the enterprise to respond to possible threats and risks, ”said Viktor Yatsutsenko, Deputy Minister of Emergency Situations of Russia.

According to the legend of the exercises, a fire and depressurization of the rectification column occurred on the territory of the Moscow oil refinery, followed by the leakage of refined products over an area of ​​400 square meters. The threat of fire spread was created. At the same time, in the immediate vicinity of the installation, a collision of a lorry transporting liquefied gas occurred.

In the course of the exercise, the organization of the joint response of all links of the Moscow city system for the prevention and elimination of emergency situations, the engineering and technical personnel of the facility with fire and rescue units, involved organizations and services was worked out. In addition, innovative techniques for extinguishing fires at oil refining facilities were demonstrated.

Despite the scale of what was happening, the conditional fire was quickly localized using a number of special equipment for extinguishing fires at oil refineries. During the exercises, high-altitude equipment and vehicles with special equipment for water and foam were used, heat-reflective suits and special equipment were used. Foam generators ГПС-600 were used to extinguish the oil product. The simulated fire was extinguished with the help of new samples of fire and rescue equipment, foam lifts with a FLEXI FOAM foam generation system, as well as a mobile robotic complex MRK-60.

The event was held at a high methodological level, all the goals and objectives were fulfilled in full. The issues of organizing the activities of the fire fighting headquarters, logistics and communications, the interaction of fire departments with the engineering and technical workers of the facility and emergency services, as well as techniques and methods of extinguishing fires have been successfully worked out.

“Today, within the framework of the exercises, the readiness to respond to all possible risks in production was fully demonstrated. All emergency teams are equipped with the most modern and advanced equipment. It is safe to say that the Moscow Oil Refinery is ready to resolve all issues related to responding to any possible emergency situations. The personnel of the fire departments and the personnel of the plant showed high professionalism and coherence in the elimination of a conditional emergency “- summed up the Deputy Minister of EMERCOM of Russia Viktor Yatsutsenko.

In total, more than 150 personnel took part in the training, about 35 pieces of equipment were involved.

Also, as part of the staff training, an exhibition of fire and rescue and special equipment was held. More than 20 modern samples were presented, the environments of which were demonstrated by various rescue and repair vehicles, mobile laboratories, vehicles for uninterrupted power supply and water supply, a training and methodological center for civil defense and emergency situations, and many others.
