The Lipetsk Region topped the rating of regional leaders of digital transformation at the end of September. The second place is taken by the Tula Region and the Yamalo-Nenets Autonomous District, and the third by the Nizhny Novgorod Region. This was announced by Deputy Prime Minister Dmitry Chernyshenko following a meeting with the leaders of the digital transformation of the regions.
The Deputy Prime Minister also noted seven more subjects of the country in the group of excellent students: Tomsk and Belgorod regions, Tatarstan, Sevastopol, Ulyanovsk, Tyumen and Sakhalin regions.
“I would like to thank the leading regions in digital maturity. In general, the situation has begun to level out, and the subjects are actively moving forward in the digital transformation of industries. To a large extent, the qualitative growth is due to the preparation of digital transformation strategies on behalf of President Vladimir Putin. This helped to systematize knowledge and organize work. At the moment, we have only four regions seriously lagging behind. These are North Ossetia, Trans-Baikal Territory, Tambov and Magadan Regions. I ask the heads of these entities to mobilize and get involved in the work, ”said Dmitry Chernyshenko.
Dmitry Chernyshenko added that following the regional digital transformation strategies, which, on behalf of the President, were approved by September 1 of this year, more than 1.6 thousand regional executive authorities prepared their departmental plans and digital transformation projects.
The meeting also discussed the digital transformation of enterprises. As Deputy Minister of Digital Development, Communications and Mass Media Maxim Parshin noted, due to support measures this year, it was possible to reduce insurance premiums for Russian accredited IT companies from 14 to 7.6%, as well as reduce income tax to 3%.
“This, as well as other support measures, will allow to increase investments in domestic IT solutions by 2030 at least four times compared to 2019. We are also faced with the task that 70% of the expenses of joint-stock companies by 2024 will be directed to the purchase of domestic software, ”said Maxim Parshin.
Dmitry Chernyshenko recalled that more than 250 state-owned companies are entering the first stage of digital transformation. “The first stage is designed for 2021 and 2022. As part of the second stage, which will start in 2023, digital transformation will affect almost 600 state-owned companies, ”the Deputy Prime Minister added.
