The Ministry of Economic Development plans to submit a draft resolution on the creation of the Quantum Valley INTC to the Russian Government in October 2021. This was stated by the Deputy Minister of Economic Development of the Russian Federation Vladislav Fedulov at the regional forum on the diversification of the defense industry “Leadership in civilian markets” in Nizhny Novgorod on Monday, September 20.

On the basis of the innovative scientific and technological center, it is planned to develop modern digital technologies, including quantum technologies and artificial intelligence. In addition, the scientific potential of the INTTS “Quantum Valley” will be directed to the creation of innovative production, new components and materials, high-tech medicine and medical instrumentation, solving problems in the field of ecology. “Quantum Valley” will be located within the borders of Nizhny Novgorod.

According to the Deputy Minister, to date, more than 30 leading companies in the Nizhny Novgorod region have supported the “Quantum Valley” project and expressed their readiness to implement their investment projects in the center. Large residents such as Sberbank, Russian Railways and others will become participants in the Center. The key partners of INTC will be the state corporations Rostec and Rosatom. It is planned to finance the creation of the center from the regional budget and extra-budgetary funds, while funds from the federal budget are not requested.

“The Ministry of Economic Development of Russia also continues to work not only on the study of applications for the creation of the INTC, but also on the adjustment of the legislation of the Russian Federation, including those aimed at increasing the attractiveness of participation in projects of innovation centers,” added Vladislav Fedulov.

In addition, the forum participants discussed the development of civilian production by defense industry organizations, cooperation with high-tech business, training of personnel demanded by the industry and the exchange of useful experience.

Also, the forum was attended by the authorities of the Nizhny Novgorod region, representatives of the business community and leading universities of the country in the field of high technologies.
