The head of the personnel department of the Federal Penitentiary Service of Russia, Major General of the Internal Service Alexander Matveenko, addressed the participants in the videoconference mode. He greeted all the participants and guests of the sporting event, wished everyone a good mood, good spirits and sporting achievements.

The organizers of the competition were the Personnel Department of the Federal Penitentiary Service of Russia, the Vladimir Law Institute of the Federal Penitentiary Service of Russia and the Department of Physical Culture and Sports of the Vladimir Region. The head of the Vladimir Law Institute of the Federal Penitentiary Service of Russia, Colonel of the Internal Service Vasily Ponkratov, opened the event and addressed the honorary guests and participants of the competition with a welcoming speech.

The head of the Federal Penitentiary Service of Russia for the Vladimir Region, Major General of the Internal Service Alexei Girichev, Head of the Department for Organization of Service and Combat Training of the Personnel Directorate of the Federal Penitentiary Service of the Russian Federation, Colonel of the Internal Service Dmitry Dmitriev, Chairman of the Control Committee of the Vladimir Region, Chairman of the Public Council at the All-Union Law Institute, also sent their video messages to the athletes and organizers. FSIN of Russia Sergey Poluzin, Deputy Chairman of the Legislative Assembly of the Vladimir Region Dmitry Rozhkov, Director of the Department of Physical Culture and Sports of the Administration of the Vladimir Region Alexey Sipach, Head of the Administration of Suzdal Sergey Sakharov and Chief Judge of the competition, judge of the All-Russian category Sergey Bronnikov.

Competitions are held at the Air Halls site of the Nikolaevsky Posad art hotel. They are attended by about 150 athletes from 40 regions of the Russian Federation, representing the penal system and law enforcement agencies.

At the end of the opening ceremony, the world champion in the absolute weight category in power juggling with kettlebells Denis Berdinskikh and the world champion in the light weight category Denis Nikolaev, as well as the Honored Artist of Russia Andrei Romanov and the creative teams of the All-Union Institute of the Federal Penitentiary Service of Russia, performed before the guests of honor and the participants of the competition.

The ceremonial closing of the competition and the awarding of the winners and prize-winners will take place on September 22, 2021.
