Mikhail Mishustin: Good afternoon, dear colleagues! Good morning to those who have now joined us from Moscow, from other regions.
We are holding a meeting on behalf of the President. It will be about our actions in emergency situations, flood and fire control. This year they have occurred in many countries of the world. And now we see it and hear it from the news. Natural disasters can be predicted, but they cannot be avoided. At the same time, it is extremely important to save people.
Sakhalin is calm now. But for the Far East, such problems are not uncommon. So we made the decision not to postpone the conversation and to hold the meeting at the earliest opportunity.

Natural disasters cause significant economic damage. Just last week, on July 23, the Transsib branch in Transbaikalia was washed away, the bridge was destroyed.
Severe floods, which occurred more than two weeks ago, covered four regions of the Far East – the Trans-Baikal, Khabarovsk Territories, the Amur Region and the Jewish Autonomous Region. Dozens of settlements, hundreds of houses, many with personal plots were damaged. Thousands of people, unfortunately, were recognized as victims. Transport infrastructure, bridges and highways were damaged – about 800 km. More than 40 thousand hectares of agricultural land suffered serious damage.
Now the work, in which the emergency rescue and social services are involved, continues. The necessary help has been provided to people. An assessment of material damage is in progress in order to pay compensation. I understand that the accuracy of calculations is important, but I still ask all services and regional leaders to try to speed up this process. Less bureaucracy. So that people who have already lost a lot do not have to run for inquiries and waste time in endless queues.
Another important topic that we will discuss today at the meeting is the fight against forest fires.
The difficult situation is now in the Republic of Sakha (Yakutia). The government has already allocated an additional 400 million rubles to fight the fire. In total, this year we have allocated about 3 billion rubles for this purpose.
It is necessary to more actively involve aircraft equipment in extinguishing the fire in Yakutia. Make sure that there is always the necessary supply of fuel for aircraft and fire engines that will fight fire.
I would like to appeal to the heads of the regions with a request to mobilize all efforts to help the affected people. And I would ask you to control this issue personally.
