On 31 May 2021, the Commission adopted Implementing Decision (EU) 2021/927 determining the uniform cross-sectoral correction factor for the adjustment of free allocations of emission allowances for the period 2021 to 2025.
The additional amount of up to 3 % of the total EU‑wide quantity of allowances issued under the emissions trading scheme, pursuant to Article 10a(5a) of Directive (EU) 2018/410 amending Directive 2003/87/EC was not used, as the demand for free allowances did not trigger the application of a uniform cross‑sectoral correction factor.
Pursuant to Article 10a(5b) of Directive (EU) 2018/410, ‘a maximum of 0.5 % of the total quantity of allowances shall be used to increase the amount of allowances available to modernise the energy systems of certain Member States in accordance with Article 10d’.
1. When will the amount of allowances available to modernise the energy systems of certain Member States under Article 10d of Directive (EU) 2018/410 be increased by 0.5 % of the total quantity of allowances in accordance with Article 10a(5b) of the directive?
2. What will be the number of allowances in total and per Member State allocated to beneficiary Member States under Article 10a(5b) of Directive (EU) 2018/410?
