With deep pain, Vice President Marta Lucía Ramírez, the Foreign Ministry and the Foreign Service of Colombia record the death of the former Vice Minister and Ambassador Clemencia Forero Ucrós. Her great intellectual capacity and her dedication to Colombia made her great among the greats in foreign policy, public service and human excellence.
Ambassador Forero held the position of Vice Minister of Foreign Relations on numerous occasions and under different governments she was in charge of the Office of the Minister. She certainly would have been extraordinary Chancellor.
She was the Colombian Ambassador to Sweden, Canada, Australia and India; She is a Concurrent Ambassador to New Zealand, Finland and Norway. As Permanent Representative of Colombia before the Specialized Organizations in Geneva, she left a deep intellectual mark and as a defender of institutionalism and Human Rights.
Ambassador Forero guided the course of our diplomacy for several decades and stood out mostly in the multilateral arena. She began her service in the Foreign Ministry as Undersecretary of International Organizations, in the government of Virgilio Barco; She apart from having been part of the Colombian delegation in numerous sessions of the United Nations General Assembly. Between 2003 and 2008 she served as Permanent Representative of Colombia in Geneva, where she played a prominent role in specialized action fronts such as the ILO, UNHCR, WHO, disarmament organizations and environmental agencies. She was part of a select group of ambassadors appointed by the UN to prepare the conceptual foundations for the creation of the Human Rights Council, established in 2006 that replaced the Commission on Human Rights. In Geneva, she is remembered as an architect of the Council’s working mechanisms, including the Universal Periodic Review – UPR. Her testimony is the book “The Reform of the UN Human Rights System. A Diplomatic Testimony ”, published by the Sergio Arboleda University in 2010.
In the Americas, Ambassador Forero participated in various key moments of the Inter-American System and other regional and subregional organizations. He was responsible for working on the constitution and implementation of the Rio Group, as a forum for political agreement that was established from the Contadora and Support Groups, in the late eighties and early nineties and later would become CELAC. She served for several years as the National Coordination of the Rio group and in that capacity she was in charge of the pro-Tempore Presidency on several occasions.
