MIL-OSI Russia: The government allocated more than 210.5 million rubles for the digitalization of public health services

Over 210.5 million rubles will be allocated for the development of the Unified State Information System in the Healthcare Sector (Unified State Health Information System). This will help speed up the transfer of public services to electronic form and provide them on the principle of digital super services. The order on the allocation of funds from the reserve fund was signed by Prime Minister Mikhail Mishustin.

The money will be used to pay for government contracts in the field of information and communication technologies, which were concluded in 2020 for the development of subsystems of the Unified State Health Information System. Settlements for these contracts must be completed by June 1, 2021.

The unified state information system in the health sector is part of a large-scale project to create a unified digital circuit in health care. It will bring the provision of healthcare services to a fundamentally new level. In particular, it is assumed that by 2024 a system of electronic prescriptions and automated management of preferential drug provision will be operational throughout Russia. In the patient’s personal account “My health” on the portal of public services in any region of the country, an appointment with a doctor for a medical examination, an application for a policy, and the necessary medical documents will be presented. This will not only simplify the process of obtaining services for citizens, but also reduce the paperwork on doctors. They will be able to find patient records faster, see the entire medical history and pay more attention to the visitors themselves.

The Unified State Health Information System will include 13 subsystems, including the federal register of medical workers, the federal register of medical organizations, the federal electronic registry, the federal integrated electronic medical record, the federal register of electronic medical documents, a subsystem for maintaining specialized patient registers for individual nosologies and categories of citizens. In addition, it will include subsystems for monitoring the organization of the provision of high-tech medical care and sanatorium treatment, as well as a subsystem for monitoring and control in the field of public procurement of medicines.
