Decree of December 28, 2020 No. 2296

Universities and research organizations will be able to modernize their material and technical base at the expense of new grants. A decree on the rules for providing such support was signed by Prime Minister Mikhail Mishustin.

We are talking about the retrofitting of collective use centers with modern equipment. Such centers represent an expensive property complex that belongs to a certain scientific or educational institution, but as a platform is open for research by scientists from a variety of organizations.

In addition, scientific and educational organizations will have access to state support for the modernization of scientific equipment, if it is their own development that has no Russian analogues.

Grants will be provided in the form of subsidies based on the results of competitive selection, which will be held by the Ministry of Education and Science. The maximum amount will be 50 million rubles per year. The subsidy can be obtained for up to three years.

With the funds received, organizations are allowed to cover the costs of salaries of employees and invited specialists involved in the modernization of equipment, as well as to purchase the necessary materials and software. In general, such support will expand the list of high-tech developments and raise the level of scientific research.

The federal budget for the next three years has already provided more than 4 billion rubles for this. The work is carried out within the framework of the state program “Scientific and technological development of the Russian Federation”.
