The Government today announced that Jimmy Ng and Chan Chun-ying have been appointed as Vice-chairmen to the Independent Police Complaints Council (IPCC).

Frankie Yick has been re-appointed as Vice-chairman.

The newly appointed members are Mabel Chan, Daniel Chan and Randy Yu.

Ten incumbent members were also re-appointed, including Au Chor-kwan, Alex Chu, Douglas Lam, Sylvia Lee, Dr David Lee, Melissa Kaye Pang, Prof Wong Chi-sang, Johnny Yu, Lee Man-bun and Jane Curzon Lo.

They will all serve for two years from January 1.

​The appointments were made by the Chief Executive according to the IPCC Ordinance.

Secretary for Security John Lee said that in the face of different opinions, challenges and increasing public expectations, the Government is most grateful for the IPCC’s invaluable contribution in safeguarding a fair, effective and transparent two-tier police complaints system.

He also thanked outgoing Vice-chairmen Christopher Cheung and Tony Tse, and members Cheng Kam-chung, Richard Ho, Herman Hui, Edgar Kwan and Shalini Sujanani for assisting the council in performing its functions to ensure that complaints from the public were handled fairly and impartially.

The IPCC is an independent statutory body responsible for monitoring and reviewing the investigation of complaints against members of the force.
