Minutes No. 8 of the meeting of the Council under the Government of the Russian Federation on issues of guardianship in the social sphere
Deputy Prime Minister Tatyana Golikova gave a number of instructions to the executive authorities aimed at developing geriatric care and a long-term care system in Russia. The corresponding protocol was prepared taking into account the proposals of the members of the Council on the issues of guardianship in the social sphere.
The Deputy Prime Minister’s instructions, in particular, relate to the development of mechanisms for determining the individual needs of a citizen for outside care, as well as the implementation of interaction between social service organizations and medical institutions in the process of providing assistance to those in need. In addition, on behalf of Tatyana Golikova, a mechanism for monitoring the quality of services provided to citizens within the framework of a pilot project of a long-term care system will be developed.
Among other things, the Ministry of Health of Russia, with the participation of other departments and the expert community, will form a working group with the aim of developing an action plan aimed at preventing and early detection of cognitive impairments in older people. The document must be submitted to the Social Guardianship Council no later than April 1, 2021.
Several assignments of the Deputy Prime Minister are related to the training of medical personnel to work with older patients. In particular, the Russian Ministry of Health will have to develop educational modules for general practitioners, general practitioners, geriatricians, neurologists and psychiatrists on the prevention, early detection and management of patients with dementia. The introduction of these programs in educational institutions may begin as early as the next academic year. In addition, it is planned to include modules on geriatrics and the basics of gerontology in the educational programs of secondary specialized, higher professional and postgraduate medical education.
