The 22nd meeting of the Coordination Council for Industry of the Ministry of Industry and Trade of Russia “The functioning of industries during the COVID-19 coronavirus infection pandemic in 2021” was held in the video conferencing mode. The work of the Council was started by the Minister of Industry and Trade of the Russian Federation Denis Manturov.
The meeting was attended by representatives of executive authorities from all regions of Russia. The main topic of the Council was the activities of enterprises during the pandemic.
Each leader in charge of the team must be aware that the coronavirus is a new reality, and one must learn to live in it, minimizing all possible risks. And for you and me, the primary task is to prevent slippage in the work of enterprises and give them a shoulder in the current difficult conditions, – said the head of the Ministry of Industry and Trade of Russia.
Separately, the Minister emphasized the importance of timely filling the inpatient, outpatient and pharmacy segments with drugs of the andicidal group, ensuring large-scale vaccination of the population (the Sputnik V vaccine has already been delivered to all regions of the country).
During the meeting of the Coordinating Council, Deputy Minister of Industry and Trade of the Russian Federation Aleksey Bezprozvannykh spoke about measures to support regional industrial policy. The Deputy Head of the Ministry of Industry and Trade of Russia focused on three most important areas of work: the development of industrial infrastructure, the formation of a single workspace with representatives of the regions through joint activities, and also the mechanism of the Unified Regional Subsidy.
The main goals of the Unified Regional Subsidy are the accelerated development of the industrial complex in regions with a low level of socio-economic development and geostrategic regions and the additional capitalization of regional IDFs in all regions of the country.
The procedure for granting a subsidy involves a competition. Based on the applications received, the Ministry of Industry and Trade of Russia will compile a rating of regional programs, which, among other things, includes the economic indicators of the regions with the use of increasing coefficients. On December 25, we began accepting applications for a subsidy; it will last until December 31. In total, it is planned to allocate 1 billion rubles for 2021-2023. If this support tool turns out to be in demand, we will look for more funds for the implementation of this support measure, ” the Deputy Minister of Industry and Trade of Russia emphasized.
In 2021, there will be a further expansion of the number of industrial clusters, of which today there are 79 in our country. The same applies to the network of industrial parks and industrial technoparks. At the stage of formation, another 95 new industrial zones, including 76 industrial parks and 19 industrial technology parks.
Pavel Ryzhiy, Minister of Industry, New Technologies and Natural Resources of the Chelyabinsk Region, and Elmira Akhmeeva, Minister of Economic Development and Industry of the Komi Republic, shared their experience of using federal support measures in the regions.
A representative of the Department of Strategic Development and Corporate Policy also spoke at the meeting of the Coordinating Council, who spoke about the regulatory measures to support enterprises in 2021, the new conditions for concluding SPICs and the introduction of quotas for purchases by government agencies and companies with state participation as a powerful driver of demand for domestic products in the domestic market.
Roman Petrutsa, director of the IDF, spoke about the innovations in the work of the Industrial Development Fund. The regional specifics of the IDF work were outlined by representatives of the regions: Deputy Chairman of the Government of the Perm Territory, Minister of Industry, Entrepreneurship and Trade of the region Alexei Chibisov and Head of the Department of Industrial Policy of the Krasnodar Territory Ivan Kulikov.
The representative of the Department of Foreign Trade Regulation and Export Support explained the changes in the national project “International Cooperation and Export”, and the Minister of Industry and Trade of the Udmurt Republic Viktor Lashkarev spoke about regional measures to support exports.
At the federal level, the export toolkit has been supplemented with existing support tools within the framework of the international cooperation and export national project. A number of new directions have also been proposed, including the development of an after-sales service network, buyback guarantees and promotion to marketplaces.
In the future, the best practices presented within the framework of the Coordination Council in the regions will be broadcast and scaled throughout the country.
