The new service provides interactive interaction between investors and the city’s executive authorities.

It is easier to develop businesses and invest in a city if there is feedback. Moscow authorities are meeting entrepreneurs halfway: online service allows business to be heard “Moscow Investor” on the investment portal of Moscow.

The volume of private investments in the development of production is increasing annually; over the past nine years, they have doubled. This year, despite the pandemic, over nine months, investors have invested more than 1.9 trillion rubles in the city’s development, which is 11.5 percent more than in the same period last year. The new service allows us to quickly find out about the requests of potential investors, determine the strategy of interaction with them in order to enable more entrepreneurs to invest in the city and use support programs, “said the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov.  

The service is easy to use. To send a message, you need to log in to your account at investment portal of Moscow… If you don’t have a profile, you need to register – it only takes a few minutes. You can also log in through accounts on supplier portal or at… After that, in the “Online Services” section, select “Moscow Investor”, and then the appropriate categories and topics in the classifier.

“Entrepreneurs are already actively using the new service. Most of the requests are received on the topics of auctions and property and land relations. In the near future, the list of categories will be expanded: there will be new sections on support measures and connection to utility networks. Also, the first results of operating the service and feedback from users will help improve the functionality and make it more convenient, ”said the Minister of the Moscow Government, head of the city Department of Information Technologies

The technical capabilities of the service allow you to attach additional materials when filling out an application. After the message is received, the operator of the portal – the City Investment Management Agency – will send it to the relevant department to prepare a response.

“The application will be considered within 10 working days, after which the specialist’s response will be sent to the applicant’s personal account on the investment portal, as well as to the e-mail specified during registration. We have provided for one more important point: if the user fails to solve his problem or the department’s response does not suit him, he will be able to send an appeal for reconsideration to the project office to improve the investment climate or the project office to improve the conditions for doing business in the capital with one click ”, – said the head Department of Investment and Industrial Policy of the City of Moscow Alexander Prokhorov.

In exceptional cases, the wait can last up to 30 calendar days.

Topics of addresses on investment activities

Participants in land and property auctions in a single window can ask any questions about participation in city auctions for the sale and lease of property, clarify various aspects of filing applications and the procedure for processing the necessary documents, obtaining an electronic signature, accreditation on an electronic platform, and so on. The Moscow Investor service allows you to resolve issues related to participation in city auctions promptly and practically online, “said the head Moscow City Department for Competition Policy Ivan Shcherbakov.  

A whole block of topics is devoted to the localization of production in the special economic zone (SEZ) Technopolis Moscow. Among them are issues related to assignment of resident status, lease of land and premises on SEZ sites, as well as city measures to support residents.

“The online toolkit of the investment portal is constantly being refined and improved. Moscow Investor is already the 11th digital service, which was launched after a large-scale redesign of the site, completed this spring. A total of 29 services are available on the portal, and all of them are in demand: since the beginning of this year, they have been used more than 90 thousand times, ”said Svetlana Ganeeva, director of the City Investment Management Agency.
