Correctional Center No. 1 is one of the first in the Russian penal system after the entry into force of legislation on the introduction of a new type of punishment alternative to imprisonment – forced labor. For four years of operation, about 500 convicts were employed with the acquisition of professional skills and wages at almost 30 enterprises in Ussuriysk.

In January 2017, legislation came into force on the introduction of a new type of punishment alternative to imprisonment – forced labor. For its execution, on December 27, 2016 on the territory of the Primorsky Territory in the city of Ussuriysk, Correctional Center No. 1 was opened, which became one of the first in the penal system of Russia. Its material and technical base of more than 1500 square meters of total area for 150 places with a full set of premises meets all the standards and requirements for the placement of convicts of this category.

The opening of correctional centers leads to the recruitment of enterprises in the region with disciplined personnel from among the convicts. In turn, their involvement in the labor process in a large team allows them to adapt most comfortably in society, which will give them a chance to become specialists and get a job after release.

Today, convicts from the Primorsky Territory and nearby regions are serving their sentences at the Center on a court sentence or after commutation of punishment for forced labor. In the interaction of the leadership of the GUFSIN and IC-1 with the municipality, the Employment Center and entrepreneurs, all convicts are employed, receive professional skills and wages at almost 30 enterprises in Ussuriysk – from management companies, car services and retail chains to factories and plants. They are engaged in landscaping, cleaning streets and park areas, performing plumbing and repair work, loading and auxiliary work. Since the beginning of the opening, almost 500 convicts have received official employment.

According to the entrepreneurs of the city of Ussuriysk, the main advantage is that the employees are always under control and are interested in work and positive characteristics, because after careful selection, convicts who have proven themselves and are aimed at early release are sent to the Center.

The experience of work and the development of alternative types of punishment – forced labor – directed the leadership of the GUFSIN to open a second Correctional Center on the territory of the Spassky District. A working meeting has already been held between the head of the Main Directorate Vadim Verstkin and the heads of municipalities and entrepreneurs to discuss all issues and problems that need to be taken into account and foreseen when creating a new Correctional Center for its productive functioning.

Currently, work continues on the opening of additional sites, functioning as correctional centers, with the support of the Government of the Primorsky Territory and in cooperation with municipalities and large industrial enterprises such as JSC Yuzhmorrybflot.
