In 2021, the canton of Uri will again specifically promote energy renovation of building shells, the replacement of old oil heating systems and solar energy. After the record year 2020, more than CHF 3 million will be available from January. “The people of Uri can benefit from this. It is important that the funding applications are submitted early and before the start of construction, ”says Construction Director Roger Nager.
On December 15, 2020, the government council approved the Energy Uri 2021 funding program. The design of the funding program turned out to be particularly demanding this time. In 2020 the demand for funding was gratifyingly high. In the middle of the year, the available funds had already been allocated for the first time – even though, due to carry-overs from previous years, more funds were available than ever before. Targeted measures are now being used to ensure that the funds will last significantly longer in the next year.
The government council has increased the cantonal budget for this purpose. Together with the federal funds from the CO2 levy, around CHF 3.1 million is available, which is roughly the same as in the record year 2020 corrected downwards. After just one year with 80 francs per square meter of renovated space on the outer shell, the contribution will be reduced to the level of 2017 to 2019. The rate of 60 francs per square meter of renovated area applies again. In the area of the building envelope, the bonus for the comprehensive renovation of the building envelope is no longer offered. Further adjustments were made in the areas of photovoltaic systems and the Minergie-P new buildings. The aim of these adjustments compared to 2020 is that the need for funding in the canton of Uri can be covered by the end of the year if possible and that more people from Uri can benefit from the funding again.
The energetic renovation of the building envelope is still the greatest lever in the building sector if the energy and climate targets of the federal government and the canton are to be achieved. With a good building envelope, the energy requirement can be significantly reduced and a switch to renewable heating systems is easier but also cheaper. The funding rate of 60 francs per square meter therefore continues to provide a high incentive for the renovation of the building envelope. The financial hurdle for a building envelope renovation should not be underestimated. The funding is intended to help overcome this hurdle and preserve the value of a property, from which the people of Uri benefit. The Uri companies also benefit from the stimulation of renovation activities in Uri. Around five francs investments are triggered for every franc of funding.
Advice in the field of building refurbishment is still a central concern of the canton. A renovation strategy is the key to an energy-efficient building. The maximum energetic benefit and the best possible increase in value of the building can only be achieved with a good sequence of measures. A non-binding initial consultation can be obtained from the Office for Energy Uri after us. For more detailed advice in the building sector, the “Renovation advice building envelope Uri” is being launched, which is supported with a subsidy of CHF 400. The consultation is carried out by proven experts and includes the analysis of the current state of the individual building parts as well as a renovation recommendation. The measures on the individual parts such as the facade, roof, windows etc. are structurally and energetically coordinated. In addition to this advice in the area of the building envelope, the Federal Office of Energy supports the «Renewable heating impulse advice» through the funding program, so that a holistic and early energy advice in the building sector is possible.
Last year it became particularly clear how important early and comprehensive advice is when implementing a building renovation. The necessary steps should be initiated in an early project phase and funding applications should be applied for in good time. Because of this year’s exhaustion of the funding budget, an increased demand for funding can also be expected for the coming year. In addition, it still applies that applications must be submitted before the start of the energy-efficient renovation.
