It became easier for owners of cafes, shops, hotels and other commercial real estate to get support from the city.

The Moscow government has simplified the procedure for granting grants to owners of commercial real estate. The owners of retail outlets, catering outlets, consumer services and hotels will be able to take advantage of anti-crisis support measures to compensate for property and land payments.

“Currently, the Moscow Government is considering about 290 applications for grants from owners of commercial real estate. Several positive decisions have already been made: the owners of 21 objects will receive support, including five hotels, two shopping centers, four shops, nine cafes and restaurants and one bath complex. The total amount of funds amounted to 26.7 million rubles. The adopted changes will speed up the procedure for considering grant applications. Applications are accepted on the portal before the end of the year. The work with applications received until December 31 inclusive will continue in 2021, ”said the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov.

In July, the Moscow Government has already simplified the conditions for providing support to compensate property and land payments to owners of commercial real estate. Initially, one of the conditions for receiving the grant was to reduce the rent for absolutely all tenants at the property. However, since some of the tenants in the facility could work (for example, grocery stores and pharmacies), there was no need for them to reduce their rent. Therefore, this condition was adjusted: according to the new requirements, in order to receive a grant, it is necessary to reduce the total amount of lease payments at the facility by at least 50 percent.

In addition, in accordance with the earlier requirements for retail facilities, rents should be reduced for each month – March, April, May and June. However, many tenants were still working in March and the owners did not reduce their rent. And this condition was relaxed: the rent must be reduced by at least 50 percent cumulatively over this period.

Also, initially, a prerequisite for the issuance of a grant was the presence of a retail outlet at the facility, which was obliged to stop its work in accordance with the decree of the Mayor of Moscow. This requirement was removed in order to support entrepreneurs who did not cease operations but faced a significant drop in income.

“Thanks to the changes made now, if the applicant’s calculations exceed the amount of the grant to be compensated, the authorized bodies of the Moscow Government will be able to independently – with the applicant’s consent – correct this error without suspending the application process for the period necessary to receive the adjusted calculation. In addition, applicants who did not manage to register additional agreements on rent reduction for their tenants with Rosreestr before submitting an application are allowed to provide them during the application process. At the same time, its consideration will be suspended until the applicant submits copies of the registered additional agreements, but no later than June 30, 2021. Uncertainties that complicated the procedure for considering applications have also been eliminated, ”said the Minister of the Moscow Government, head of the Moscow

Department of Economic Policy and Development Kirill Purtov.

The decision to simplify the procedure for issuing grants was made at the request of business representatives, who came, among other things, to a special hotline of the Moscow City Economy Support Center.
