Dear Madam President! Dear Colleagues! The 2021 transport budget is not only the federal government’s largest investment budget. In view of the figures that we have just heard from the Minister, it is without a doubt exemplary in Europe, especially, ladies and gentlemen, the high level of investment power, the creative power, the reliability with which our transport infrastructure is maintained across the board can be. At the same time, with this budget, as with the budgets of recent years, we are paving the way for new technologies and forms of transport. I can state that our coalition is very successful in transport policy.

Anyone who now declares that this is not a budget for the future, I would like to point out above all the billions in investments for a consistent rail expansion in the next few years and the promotion of our local public transport.

Compared to the draft budget, which was already very strong, we were able to implement numerous further improvements for the railways. Therefore, my thanks also go to the housekeepers. Dear Rüdiger Kruse, dear colleague Jurk – this is also addressed to the others – that was actually a very rail-friendly household. Thanks a lot for this!

“On the rails out of the crisis and into the future”, is the high praise of the rail industry in the comments on the budget at hand. Even more: This budget reflects a paradigm shift in mobility, namely the endeavor to promote climate protection and economic growth at the same time. That’s exactly what we want. The digitization of rails and vehicles also serves this purpose. Digitization – I have to explain this very clearly – has absolute priority for us in the next few years.

We have again campaigned very successfully for the cycle path programs. From the EKF alone, 185 million euros are available in this budget round for the special program “City and Country”, and 32 million euros for bike model projects in the coming year. But that’s not all: a further 111 million euros are required for commitment appropriations up to 2026.

But it is also correct that a paradigm shift in mobility will also require a strong commitment to our cycling infrastructure in the future. That is on the agenda for us in the Union Group. Together with our colleague Gero Storjohann, who is so strongly committed to cycling policy, we will continue to campaign vigorously.

The keyword “future” was shaped this year by the corona pandemic. The transport sector in particular – this has already been said today – is clearly feeling the consequences of the pandemic. It is therefore now more important than ever to stand resolutely behind the industries concerned. The GroKo does that. I would like to expressly thank our housekeepers for the recent EUR 80 million program funding for the coach industry. It does a lot for connecting people everywhere, especially in rural areas – this has to be said here. It also generates thousands of jobs.

Our regional airports were hit particularly hard in the area of ​​air traffic. It is right and important to help them pay the high costs of air traffic control. We were and are well positioned, especially in the area. Dear colleagues, now it is a question of maintaining these good structures. We want to see our commitment to this.

In addition to this and other urgent aid, the 2021 transport budget sets the course for a convincing upgrade of our transport infrastructure. This not only includes the record investments in the railways mentioned above. This also includes urgent and extensive investments in our waterways. Not only fast, intelligent and – I emphasize – cooperative solutions are required for this. The aim here is to further increase the budget in the coming years, entirely in the interests of unloading optimization, and expanding and maintaining our channels. The increase in the load volume in inland shipping serves both, economic growth and climate protection. Dear colleagues, this is exactly our approach for a successful policy for this mode of transport that will be so important in the future.

With the increasing heavy goods traffic on our roads, what is needed above all is well-developed motorways. For this purpose, Autobahn GmbH receives the faculties on January 1st. I am delighted that, following the budget round, sufficient financial resources are now available. I want to say it very clearly once again: The decision in favor of Autobahn GmbH is and will remain future-oriented and therefore absolutely correct.

Finally, dear colleagues, a comparison. The 2021 transport budget, which is about to be voted on, is a superlative budget compared to what was declared here ten years ago. It opens up an enormous amount of room for maneuver and creates very good prospects for the future-oriented development of our transport infrastructure.
