The President noted that the outgoing year turned out to be difficult for everyone. As you know, the world is faced with an epidemic of coronavirus infection. It would seem that the time itself demands from the leaders of states, from the entire world community, utmost responsibility and joint efforts. Unfortunately, this was not always the case. We have seen how new and long-standing regional conflicts flared up, and actions were taken to undermine global stability.
“And I want to stress right away that in this difficult, in many ways unprecedented situation, all the assigned tasks were carried out by the Ministry of Defense, units and subdivisions of the Army and Navy professionally and effectively. I am talking now about carrying out combat duty, about military training, about organizing conscription and, of course, this is the main, key task, about rearmament of troops, ”Vladimir Putin said.

Russian Defense Minister General of the Army Sergei Shoigu made a report at the Collegium meeting.
“In 2020, the geography of challenges for our country has expanded, the role of military force in solving international problems has increased.
NATO views Russia as the main threat and is building up its military potential at our borders.
The United States began redeploying combat units from Germany to Poland and the Baltic countries.
The intensity of reconnaissance and demonstration actions of American aircraft and ships near Russian borders has increased by 15%, compared to last year.
The forward presence of American ships in the Arctic region is growing.
NATO trainings, conducted simultaneously at the western, southern and eastern borders of Russia, have become systemic.
In August – September alone, 55 combat aircraft took part in them, including strategic bombers and 12 ships – carriers of high-precision weapons.
We closely followed these teachings, we took mirror measures.

Our nuclear triad is maintained at a level that warrants strategic deterrence. In the Strategic Missile Forces, more than 95% of launchers are kept in constant readiness for combat use.
Long-range aviation is successfully solving the tasks of air patrolling. This year, 50 flights of strategic missile carriers were carried out along the established routes.
Missile submarine nuclear cruisers carry out routine combat service in designated areas of the World Ocean.
The high combat readiness of the strategic nuclear forces is ensured by the unprecedented level of modernity, brought to 86%.
This year, three missile regiments of the Strategic Missile Forces have been re-equipped with Yars missile systems.
The rearmament of the first regiment with a missile system with the Avangard hypersonic gliding wing units is underway.
The Aviation Strategic Nuclear Forces were replenished with five modernized Tu-95MS missile carriers.
The lead nuclear submarine of the Borey-A project, Prince Vladimir, armed with Bulava ballistic missiles with a modern complex of means of overcoming antimissile defense, was accepted into the Navy.

In order to further increase it, the Ministry of Defense is working to improve the methods of pricing.
This made it possible to exclude an unjustified increase in the cost of government contracts in 2018–2020, to preserve 551 billion rubles in GPV and to use these funds to re-equip troops.
The use of advanced financing makes it possible to solve the problem of a shortage of funds for the construction of ships in the far sea zone and to ensure a reduction in the delivery time for modern aircraft.
Currently, construction of 16 and modernization of 19 surface ships of the far sea zone is underway, and state contracts for another six will be signed next year.
In total, taking into account the current state contracts, the total number of built and modernized warships of the far sea zone will be 41 units.
For aviation equipment, it is planned to deliver ahead of schedule for 94 aircraft and helicopters by the end of 2024. Among them are 22 Su-57 aircraft, the number of which will be increased to 76 by 2028.
The planned indicators of procurement of modern samples due to the measures taken will bring the level of modernity of the army and navy to 75.9% by the end of 2024.
In the future, it is envisaged to reach the conclusion of long-term contracts for all major types of weapons.
Thanks to them, the defense industry enterprises will be able to confidently plan their work for seven years ahead, purchase the necessary materials and effectively conduct economic activities.
At the beginning of next year, we will conclude long-term contracts for the additional purchase of long-range high-precision missiles, thereby doubling their number.

Finishing the topic of rearmament, I would like to emphasize that our Armed Forces have become one of the most advanced and most technologically advanced armies in the world.
In terms of modernity, we are higher than similar indicators of the armed forces of many states. At the same time, in terms of defense spending this year, Russia has moved from eighth to ninth place.
The rearmament of the army and navy was carried out under conditions of restrictive measures. At the same time, there was a threat of non-fulfillment of the state defense order by defense enterprises. At the height of the pandemic, 2.3 million specialists were in self-isolation. Most of the factories were shut down.
And only the intervention of the Supreme Commander-in-Chief made it possible to restore production processes and prevent a decrease in the volume of defense products.
The system of financial monitoring created in the Ministry of Defense made it possible to monitor the progress of implementation of the state defense order by defense industry enterprises under conditions of restrictive measures.
Timely adjustment of strict self-isolation measures made it possible not only to maintain the pace of implementation of the state defense order, but also to fulfill social obligations to labor collectives and the budget system.

Within the framework of assistance to the population by specialists of the military-construction complex, 30 multifunctional medical centers with a total area of more than 200 thousand square meters were built in 23 regions of the country in 9 months. meters. In a pandemic, the Armed Forces fully retained their high combat effectiveness and carried out all planned activities.
A significant contribution to the training of personnel was made by sudden comprehensive checks of the combat readiness of troops, carried out continuously for seven years.
This year there were two of them, but more ambitious than before. As a result, all military districts, the Northern Fleet, the types and branches of the Armed Forces were checked.
Over the year, the Armed Forces have carried out over 18.5 thousand training events at various levels. The intensity of interspecific training increased by 5% and bilateral exercises by 6%.
The high interest of foreign countries in the International Army Games remained. This year they were held on the territory of five states.
In total, more than 3.3 thousand military personnel from 32 states took part. Over 1 million 200 thousand people attended the Army Games contests.
The main event of the combat training was the Kavkaz-2020 strategic command and staff exercise. It showed a high level of training of military command and control bodies of the strategic and operational levels, the ability of groups of troops to reliably ensure Russia’s military security in the southwestern borders.
The Navy has conducted a large-scale interspecific exercise “Ocean Shield”.

Since July, a monetary allowance has been introduced for certain categories of military personnel. It affected more than 45 thousand people, who received an average monthly increase of 23 thousand rubles.
At the same time, over the course of five years, due to the lack of indexation, a deficit of funds was formed for the payment of monetary allowances, which requires an annual redistribution of finance from other types of expenses.
In order to prevent a decrease in payments to military personnel, it is proposed to consider the possibility of increasing the fund of monetary allowances in 2021.
Throughout the year, the rate of providing servicemen with housing was maintained at a high level. In total, more than 111 thousand servicemen are provided with them.
At the same time, the planned regime of providing permanent housing has been preserved. It was received by about 6 thousand people.
More than 11 thousand servicemen under the accumulative mortgage system realized their rights to housing in 2020.
The number of servicemen provided with office premises is increasing annually by 10-11%. This year 35 thousand people received them.
More than 59 thousand servicemen were paid compensation for housing rent.

Together with Gazpromneft and Rosneft, the construction of six refueling complexes at military airfields continues. A total of 14 refueling complexes have been built since the beginning of the implementation of investment projects.
