Prime Minister Mikhail Mishustin approved the list of instructions following the annual press conferences President Vladimir Putin, held on December 17. Federal ministries and departments, as well as heads of regions must ensure the implementation of decisions taken by the head of state, the document says. They are obliged to report the results of this work to the Government.
One of the blocks of instructions concerns various payments and social support measures. Mikhail Mishustin ordered to check the availability of services for citizens for applying for the appointment of payments and social support measures through multifunctional centers of state and municipal services. The task was given to three ministries: the Ministry of Economic Development, the Ministry of Digital Industry and the Ministry of Labor. They must complete this work by December 25th.
The Ministry of Labor and the Pension Fund of Russia will have to report to the Government by January 11 on the implementation of presidential payments of 5 thousand rubles to families with children under 8 years old. On December 18, Mikhail Mishustin signed a decree to allocate over 73.5 billion rubles for this purpose. At a meeting with the Deputy Prime Ministers, he instructed to promptly bring the money to the recipients.
The Ministry of Health, the Ministry of Labor, Roszdravnadzor, Rostrud, and the Social Insurance Fund were instructed to monitor the full implementation of payments to medical workers helping patients with coronavirus within a week. We are talking about four regions: Murmansk, Sverdlovsk, Nizhny Novgorod and Tver regions. In addition, the Ministry of Health and Roszdravnadzor will check information about the closure of regional hospitals in the Altai Territory.
Part of Mikhail Mishustin’s instructions relate directly to helping patients with coronavirus. Those who are treated at home should be provided with free medicines. The heads of regions were instructed to take the necessary measures for this. The Ministry of Health, in turn, will assess the situation with the availability of medicines for such patients in all regions by December 29.
Together with Roszdravnadzor, Mikhail Murashko’s department was also instructed to analyze the provision of medical care to patients with coronavirus in terms of the number of beds in hospitals, the provision of medical institutions with equipment and personnel.
Separately, Mikhail Mishustin instructed to resolve the issue of staffing medical institutions in the Kandalaksha district of the Murmansk region. During a press conference, one of the residents of the village of Alakurtti complained to the President that there is only one doctor working in the local hospital. The leadership of the region, together with the Ministry of Health and Roszdravnadzor, must understand the situation and report on the measures taken to the Government by December 25.
Mikhail Mishustin also gave a number of instructions in the field of education.
So, the Ministry of Education, the Ministry of Labor, the Ministry of Finance and the Ministry of Economic Development must submit to the Government proposals before March 1 to improve the system of teachers’ remuneration, taking into account the establishment of the minimum wage not lower than the subsistence level.
The Ministry of Education, the Ministry of Education and the Ministry of Finance should work out the issue of the possibility of changing fees for students of universities, where training is conducted mainly in online format. The deadline for this order is February 15, 2021.
Another point of the prime minister’s instructions concerns small and medium-sized businesses, as well as the self-employed. The Ministry of Economic Development, the Ministry of Finance and the Federal Tax Service will have to assess their financial condition. If negative scenarios for the development of the situation are identified, they must promptly report this to the Government, if necessary – with the draft of the relevant regulatory legal acts.
