Since December 15, 2020, tourist accommodation (lodges, holiday villages, tourist residences, etc.) and campsites can once again welcome the public. Most businesses have been open since November 28, 2020 and must respect public opening times. Who are those who do not have to? Which establishments are still closed? Sports halls, museums, restaurants … This is specified in a decree published in the Official Journal on December 15, 2020, which modifies that of October 29, 2020.

What remains closed

The following establishments are closed:

audition, conference, meeting, performance or multipurpose rooms (such as party rooms and multipurpose rooms), except for:
sales rooms;
courtrooms in courts;
the activity of professional artists;
school and extracurricular groups, only in multi-use rooms;
continuing or vocational training, or training necessary for maintaining professional skills, only in rooms with multiple use;
crematoriums and burial chambers;

restaurants and drinking establishments, except for their delivery and take-away activities, room service for hotel restaurants and bars and contract catering;
dance halls, discotheques, game rooms (casinos, bowling alleys);
cinemas, theaters, museums and monuments;
exhibition halls, fairs and exhibitions of a temporary nature;
indoor sports establishments (gymnasiums, indoor swimming pools, saunas and hammams, etc.) except for professional sports, supervised activities for minors, school groups;
outdoor establishments (stadiums, amusement parks, zoos, etc.) except for supervised activities by minors, the activity of professional and high-level athletes, physical and sporting activities of adults, with the exception of sports collective and combat sports;
racetracks except for those persons necessary for the organization of horse races and in the absence of any public;
spa or thalassotherapy establishments;
marquees, tents and structures;
fairgrounds are prohibited.

To note :By order of the Paris police headquarters , as of Friday 6 November 2020 in the evening, delivery and take-out by restaurants, bars and barges, as well as the sale and consumption of alcohol on public roads in the capital is prohibited between 10 p.m. and 6 a.m.

Open shops and establishments

food and retail stores (clothing stores, florists, shopping centers, hairdressing salons, etc.) can open between 6 am and 8 pm;
cultural shops (booksellers, record stores, art galleries, auction rooms) until 8 p.m.
libraries and archives between 6 a.m. and 8 p.m.
large surfaces (all their departments);
driving schools (preparation for theoretical tests continues to be done remotely);
real estate agencies (real estate visits are possible);
home services (hairdressers, academic support and artistic education) between 6 a.m. and 8 p.m.
covered or open markets;
places of worship: religious ceremonies are permitted on condition that two seats are left free between each person or family entity, as well as every other row occupied. The limit of 30 people no longer applies since December 3, 2020;
out-of-school recreation centers, youth reception centers and scouting centers without accommodation;
outdoor sports establishments for supervised activities for minors or for physical and sports activities for adults, with the exception of team sports and combat sports. It is therefore possible to practice an individual sport in a stadium or an open sports field, such as tennis, horse riding, athletics or golf. Water sports can resume;

Since December 15, 2020, can accommodate any public in compliance with health rules:

tourist accommodation, holiday villages, tourist residences, family houses and collective inns and other short-term accommodation;
campgrounds and parks for caravans or recreational vehicles;
open-air establishments in which freshwater fishing is practiced;

Stores selling the following activities are not restricted to the 6 a.m. to 8 p.m. opening window:

car garages and technical inspection centers for motor vehicles and agricultural machinery;
food distributions provided by charitable associations;
service stations and their associated shops for the sale of take-away food products (excluding alcoholic products) and sanitary facilities open to road users;
pharmacies;
stores of medical and orthopedic articles;
hotels and similar accommodation;
rental and leasing of:
motor vehicles ;
agricultural machinery and equipment;
construction machinery and equipment;

wholesale laundry-dry cleaners;
Wholesale ;
public health, safety, transport and solidarity services open at night;
veterinary clinics and veterinary school clinics;
analytical laboratories;
shelters and pounds;
transport services;
any activity in the reserved areas of airports;
funeral services.

To note: A reinforced health protocol is set up in shops:

the gauge is increased to 8 m² per customer and applies to the total sales area (furniture, shelving and stalls are not included in the calculation). Business personnel are excluded from the gauge. Shops larger than 400 m² will have to set up a counting system to ensure that this gauge is respected. When a couple or a parent with their child enter a business, they will count as one person;
a sense of movement is in place when possible;
the premises must be ventilated regularly;
hydroalcoholic gel is available at the entrance.

Other open establishments and services

Remain open:

nurseries, schools, colleges and high schools with reinforced health protocols;
higher education institutions only for:
training that cannot be carried out remotely because of their practical nature and the list of which is drawn up by the rector of the academic region;
access for doctoral students to laboratories and research units for doctoral students;
access to administrative services (by appointment or by invitation from the establishment);
libraries and documentation centers between 6 am and 8 pm, by appointment;

training establishments when vocational training cannot be provided at a distance;
artistic education and dance education establishments only for the reception of professional practitioners and training courses delivering a vocational diploma; conservatories of music, dance and dramatic art only for pupils enrolled in classes with flexible hours, in the technological series “Sciences and techniques of theater, music and dance”, in third cycle and in cycle of preparation for higher education and when this training cannot be provided at a distance;
public services, in particular counter services;
the reception of vulnerable populations and the distribution of basic necessities for people in precarious situations;
the sale by automatic machines;
labor and temporary work placement agencies;
the organization of competitive examinations or exams;
the reception of children attending school and those benefiting from a reception mode (protection of minors taken in during school holidays, professional leave and leisure activities, in particular in holiday centers and leisure centers without accommodation );
the activity of dating services that allows a child to meet a parent or a third party, or be surrendered to a parent or a third party. as well as the activity of family mediation services;
the organization of parenting support activities relating in particular to the following systems: childcare facilities for parents, local school support contracts and listening, support and accompaniment networks for parents;
the activity of information, consultation and marriage counseling establishments;
hotels and similar accommodation; room service for hotel restaurants and bars;
restaurants only for their delivery and take-away activities, contract catering and road transport professionals as part of the exercise of their professional activity (the list of establishments is drawn up by the prefect);
parks, gardens, beaches and bodies of water;
Cemeteries.
